Criminal activity of members of the security forces

Abstract:

Tato diplomová práce se zabývá analýzou trestné činnosti příslušníků bezpečnostních sborů, jejichž trestnou činnost prověřuje a vyšetřuje Generální inspekce bezpečnostních sborů České republiky. Konkrétně se jedná o příslušníky Policie České republiky, Celní správy České republiky, Vězeňské služby České republiky a Generální inspekce bezpečnostních sborů České republiky. Práce je zaměřena na období od vzniku Generální inspekce bezpečnostních sborů České republiky, tedy od roku 2012, do roku 2017. Páchání trestné činnosti kýmkoli je společensky škodlivým jevem, pokud se však pachatelem trestného činu stane příslušník některého z bezpečnostních sborů, jde o jev společensky nežádoucí. Z uvedeného důvodu je třeba tento nežádoucí jev analyzovat a podrobněji rozebrat. V praktické části práce je rozebrána jak trestná činnost příslušníků vybraných bezpečnostních sborů komplexně, tak i trestná činnost příslušníků jednotlivých bezpečnostních sborů zvlášť. Součástí této práce je rovněž komparace zjištěné trestné činnosti příslušníků Policie České republiky s trestnou činností příslušníků Policie Slovenské republiky a Policie Polské republiky za období let 2012 až 2016. Pro zpracování diplomové práce je využita metoda analýzy a komparace získaných dat.

Abstract:

This diploma thesis deals with the analysis of crimes of members of security forces whose criminal activity is being investigated by the General Inspectorate of Security Forces. Specifically, they are members of the Police of the Czech Republic, the Customs Administration of the Czech Republic and the Prison Service of the Czech Republic. The work is focused on the period since the establishment of the General Inspection of Security Corps of the Czech Republic, from 2012 to 2017. Crime committed by anyone is a socially harmful phenomenon, but if one of the security forces becomes a perpetrator of the crime, it is a socially undesirable phenomenon. For this reason, it is necessary to analyze this undesirable phenomenon and analyze it in more detail. The practical part of the thesis analyzes both the criminal activities of members of selected security forces in a comprehensive way and the criminal activities of members of individual security forces. This work also includes a comparison of the ascertained crime of members of the Police of the Czech Republic with the criminal activities of members of the Police of the Slovak Republic and the Police of the Republic of Poland for the period of 2012 to 2016. The method of analysis and comparison of obtained data is used for the elaboration of the thesis.
