Mitigating Energy Poverty: Household Well-Being and Rising Energy Prices

Abstract:

This thesis examines the distributional effects of rising energy costs on Czech households over the period 2019-2023 based on EU SILC data. Energy burden is measured as household energy expenditure relative to disposable income. The findings reveal a strongly regressive pattern in the distribution of energy costs, with low-income households devoting a substantially larger share of their income to energy than high-income households. The analysis identifies several dimensions of vulnerability. Renters face systematically higher energy burdens than owner-occupiers, reflecting lower incomes and potentially lower housing energy efficiency associated with split incentive effects in the rental sector. Single-person households, single-parent households, and pensioner households are also found to be particularly vulnerable. While regional and urban–rural differences are statistically significant, their influence is substantially weaker than that of income-related factors, with regressive income patterns observed across all regions and settlement types. In addition, this writing elaborates on how the research results on the distribution of energy burden can be used to promote changes in the current support systems and the creation of more efficient interventions.
