Securing Resources for Financing of Roads in the Czech Republic

Abstract:

Tato práce se zaměřuje na problematiku zabezpečování zdrojů na správu, opravy a výstavbu silniční infrastruktury. Předkládá argumenty pro financování z veřejných rozpočtů a rozvádí ekonomické reálie související s odvětvím dopravy. Zabývá se charakteristikou instrumentů používaných na území České republiky pro získávání finančních prostředků do rozpočtu Státního fondu dopravní infrastruktury. Důraz je kladen především na určení základních prvků efektivního systému, který by zohledňoval současné tendence v této oblasti. Dále jsou zmíněny alternativní možnosti financování založené převážně na vyšší přímé finanční participaci uživatelů pozemních komunikací. Lze konstatovat, že současný systém financování dostatečně nereflektuje potřeby silniční dopravy a mělo by dojít k jeho optimalizaci s ohledem na poznatky a závěry vyplývající právě z této práce.

Abstract:

This thesis is focused on the issues of securing resources for management, maintenance and development of roads. It presents arguments for funding from public resources and further elaborates on economic principles relevant to the transport. It deals with main characteristics of instruments used for raising funds for a budget of The State Fund for Transport Infrastructure in the Czech Republic. A special attention is paid to determine basic elements of effective system, which would take the current trends in this field into consideration. Furthermore, the alternative funding options based primarily on higher direct financial participation of road users are mentioned. It can be said that the current funding system does not sufficiently reflect the needs of road transport and its optimization with respect to the findings and conclusions resulting from this thesis should be carried out.
