Processes of spatial segregation and ghetoization of Roma communities in the Czech and Slovak republics

Abstract:

Témou tejto práce sú procesy priestorovej segregácie a getoizácie rómskych komunít v ČR a SR. Tieto procesy sú do veľkej miery dôsledkom tendencií k exklúzii prítomných v spoločnosti neskorej moderny. Na začiatku práce vymedzujem koncepty sociálnej exklúzie, marginalizácie, segregácie a getoizácie. Procesy sociálnej exklúzie a getoizácie významne ohrozujú sociálnu kohéziu spoločnosti. Tendencie k exklúzii prítomné v samotných základoch spoločnosti neskorej moderny a prameniace z sociálnej diferenciácie, boja o identitu a hranice a politiky multikulturalizmu napovedajú, že pokiaľ sa nezmenia základné charakteristiky spoločnosti, exklúzia sa bude rozširovať na stále širšie skupiny obyvateľstva. Rómovia v ČR a SR sa nachádzajú v situácii sociálneho vylúčenia, ktoré často ústi do vylúčenia priestorového, až getoizácie. Na príklade štyroch segregovaných lokalít som doložila, že getoizácia má svoju vnútornú logiku a následky vo forme odcudzenia veľkej skupiny ľudí hodnotám majoritnej spoločnosti. Aby sa zabránilo takémuto ohrozovaniu sociálnej súdržnosti, je treba s vylúčenými lokalitami pracovať, možno aj spôsobom rozvoja komunity, ale predovšetkým zmeniť exkluzívnu povahu spoločnosti neskorej moderny na inkluzívnu alebo aspoň neexkluzívnu.

Abstract:

In my thesis I am dealing with the processes of spatial segregation and ghettoisation of Romani communities in the Czech and Slovak Republic. These processes are mainly the result of exclusive tendencies of the society in late modernity. At the beginning I have specified the concepts of social exclusion, marginalisation, segregation and ghettoisation. Social exclusion and ghettoisation cause significantly danger to social cohesion. Exclusive tendencies, which are present in the very basics of the society in late modernity and originate from the social differentiation, the fight for identity and borders and the policy of multiculturalism, suggest that unless the basic features of society change, the social exclusion will keep spreading to more and more people. The Roma in the Czech and Slovak republics are already excluded. This often leads to the spatial exclusion, even to the ghettoisation. At the examples of four segregated sites I have shown that the process of ghettoisation has its own internal logic. Its most dangerous consequence is the social alienation of large group of people. To prevent such a great endangerment of social cohesion it is important to work with excluded communities, for example through the community development. However, the most important is the change of the exclusive nature of the society of late modernity to the inclusive or at least non-exclusive model.
