Arms export policy in contemporary world

Abstract:

Práce analyzuje současnou zbrojní exportní politiku nejdůležitějších vývozců vojenské techniky, a to především ve vztahu ke změnám mocenského uspořádání ve světě po skončení studené války. V teoretickém rámci je rozebrána tématika šíření vojenských technologií a její motivace ze strany exportérů. Největší prostor je věnován analýze zbrojní exportní politiky na současném trhu; nejprve je stručně uvedena celková situace na straně vývozců (tedy žebříčky největších exportérů) a následuje 21 kapitol věnovaných shodnému počtu vybraných vývozců. U každého je uvedena jeho historie prodeje zbraní do zahraničí, dnešní stav, hlavní zákazníci, situace vojensko-průmyslového komplexu (tedy největších zbrojovek) a také výčet komerčně nejúspěšnějších typů vojenské techniky. Poslední rozsáhlá část se věnuje některým obecným trendům na světovém zbrojním trhu, jako je internacionalizace výroby a snahy o diverzifikaci, větší komplexnost kontraktů nebo změny z hlediska nejžádanějších kategorií techniky. Závěr práce obsahuje konstatování, že dnešní zbrojní exportní politika velice silně odráží komplexní povahu současného multipolárního uspořádání světa.

Abstract:

The thesis analyzes current armaments export policy of the most important exporters of military weapons, especially in relations to changes of the power setting in the world after the Cold War. The theoretical frame deals with the topic of proliferation of military technologies and the motivations of exporters. The largest section is devoted to the analysis of arms export policy on the current market; after a brief summary of the exporters’ situation (i.e. the tables of the main exporters), there follow 21 chapters corresponding to the same number of selected states. Every chapter provides history of the military sales abroad, present situation, the main customers, status of the military-industrial complex (i.e. the largest arms companies) and also a list of commercially successful types of weapons. The last large part describes some of the universal trends of world arms market, e.g. internationalization of production and pursuits of diversification, major contract complexity or changes in the area of the most demanded types of weapons. The conclusion of the paper says that today’s arms export policy strongly reflects the complex nature of the present multi-polar world.
