The specialities of the Municipal police incorporation into Integrated Emergency System

Abstract:

Tato práce pojednává o integrovaném záchranném systému a možnostech zapojení obecní (městské) policie do tohoto logistického celku. Je zde ve stručnosti naznačen vývoj ochrany obyvatel z historického hlediska, včetně její transformace po roce 1990. V práci je kladen důraz na definice a vymezení základních pojmů a to jak k tématu integrovaného záchranného systému samého, tak k jeho jednotlivým složkám. Prostor je zde ponechán k vymezení základních bezpečnostních atributů i k úvahám o možném jejich vývoji. Zvláštní pozornost je věnována vzniku, působnosti, úkolům, monitorování v systému a v obecní (městské) policii přednostně. Dále je zde pojednáno o takzvaných ostatních složkách integrovaného záchranného systému s teoretickými konstrukcemi jejich možného využití. Podrobně je rozebrána struktura činnosti obecní (městské) policie s poukazem na některé nejasnosti, při jejím případném zapojení do systému, které vyplývají ze současné právní úpravy. Práce má ambici naznačit směr a možný způsob výzkumu i dalších složek, zapojovaných do integrovaného záchranného systému. A to analýzou činností složky a jejím využití v systému. Pro zachování přehlednosti celé práce byla některá dílčí problematika záměrně redukována. A naopak, témata hodna pozornosti jsou v práci zkoumána z několika pohledů a na více místech. Příkladem takové nosné materie může být Městská policie hlavního města Prahy.

Abstract:

This elaboration disserts of Integrated Emergency System and possibilities of incorporation Municipal (City) police to this logistical complex. Briefly is mentioned development of inhabitants protection from the historical point of view, including transformation after year 1990. The specifics of elaboration are insistence of definicions and delimitation of basic conceptions, not only regarding Integrated Emergency System itself, but also its individual parts. There are left broad borders for determination of basic security attributes, and for consideration of possible further development.Special attention is focussed on origin,force,tasks and monitoring, especially and primarily in the system of Municipal (City) Police.In elaboration are further discussed other parts of Integreated Emergency System with theoreticall possibilities of their usage. Thoroughly is examined activity structure of Municipal (City) police with referetion to some equivocality in case of its integration to the Integrated Emergency System because some unclear interpretation of the present law system. Ambition of this elaboration is to suggest possible direction, and way of research of other parts integrated to the Intgrated Emergency System, by analysis of activities of part and it usage in the system. To make this elaborate transparent were some parts of it reduced on purpose, but on the other side some matters of subject are in this elaborate investigated from different points of view in more parts. Example of such a fundamental cogitation might be City police of Prague.
