Disinformation as a security threat to the Czech Republic

Abstract:

Diplomová práce „Dezinformace jako bezpečnostní hrozba pro Českou republiku“ se zaměřuje na problematiku proruských dezinformací v České republice. Hlavním cílem práce je zjistit, jak Česká republika, resp. vláda k dezinformacím přistupuje a jaké kroky v boji proti dezinformacím činí. Diplomová práce se věnuje analýze českého dezinformačního prostředí, jsou zde představeny jak prostředky šíření dezinformací (weby, rádia), tak i osoby, které proruské dezinformace šíří. Práce klade pozornost i na šíření dezinformací na politické scéně, a to nejen na parlamentní úrovni. Závěr práce je věnován českému boji proti dezinformacím. Za tímto účelem se práce zaměřuje na nezávislé subjekty a jejich činnost na poli dezinformací, následně je hodnocena aktivita vlády a její kroky v rámci boje proti dezinformacím. Diplomová práce se za tímto účelem zaměřuje na aktivitu vlády v několika oblastech, a to především v oblasti strategické komunikace či trestněprávní úpravy. Pro celkové hodnocení nevychází diplomová práce jen ze samotných rozhodnutí a aktivit vlády, opírá se i o názory odborníků a analytiků.

Abstract:

The diploma thesis „Disinformation as a Security Threat to the Czech Republic“ focuses on the issue of pro-Russian disinformation in the Czech Republic. The main aim of the thesis is to find out how the Czech Republic, or the government, approaches disinformation and what steps it takes to combat disinformation. The diploma thesis analyses the Czech disinformation environment and presents both the means of spreading disinformation (websites, radios) and the persons who spread pro-Russian disinformation. The thesis also focuses on the spread of disinformation on the political scene, not only on the parliamentary level. The conclusion of the thesis is dedicated to the Czech fight against disinformation. To this end, the thesis focuses on independent entities and their activities in the field of disinformation, followed by an assessment of the government's activity and its actions in the fight against disinformation. For this purpose, the thesis focuses on the government's activity in several areas, mainly in the field of strategic communication or criminal law. For the overall assessment, the thesis does not only rely on the decisions and activities of the government itself, it also relies on the opinions of experts and analysts.
