Advocating Human Rights: the Case of Freedom of Expression in Morocco

Abstract:

Diplomová práce zkoumá roli lidskoprávních nevládních organizací v obhajování a prosazování lidských práv. Konkrétně analyzuje podmínky pro vzájemnou spolupráci jednotlivých aktérů (tzv. síťování) v případech porušování svobody projevu v Maroku. Práce staví na myšlenkách sociálního konstruktivismu. Praktická část práce vychází z dat získaných na základě kvalitativního výzkumu prováděného mezi lidskoprávními aktivisty. Klíčovým argumentem práce je tvrzení, že pokud lidskoprávní aktéři určitým způsobem reagují na porušování svobody projevu, dojde k utvoření tzv. zájmových sítí prosazovatelů a ochránců lidských práv. Práce v diskuzi odhaluje, že se lidskoprávní síťování objevilo ve všech zkoumaných případech; přitom rovněž specifikuje faktory, na kterých záležela jeho podoba. Výsledkem výzkumu jsou závěry platné pro zkoumaný vzorek lidskoprávních organizací; nemají tedy univerzální obecnou platnost.

Abstract:

This thesis examines the role of non-governmental organizations that promote and protect human rights. It specifically analyzes preconditions of mutual cooperation among the sampled actors (i.e. networking) in cases where the Government encroached upon individual's freedom of expression in Morocco. The thesis is framed with the help of social constructivist ideas. Actual research, however, processes data obtained within qualitative methods of the research conducted among human rights advocates. Thesis presupposes that if human rights advocates in some way respond to violations of freedom of expression, they likely form the advocacy networks. Thesis reveals that the human rights networks appeared in all the examined cases; while it also indicates the factors on which the mobilization of a network depended. The results uncover the networking practices of the sampled human rights advocates; they do not have any general validity that could be related to other advocates in other countries.
