Terrorism as the Gravest Security Threat to the European Union

Abstract:

Tato diplomová práce se zabývá pojetím terorismu ze strany Evropské unie, analýzou protiteroristických opatření, která jsou Evropskou unií přijímána v rovině politické a právní, včetně dopadu protiteroristických politik na ekonomiku EU. Diplomová práce přináší poměrně ucelený přehled protiteroristických evropských postojů a opatření, včetně komparace s protiteroristickou politikou Spojených států amerických. Nedílnou součástí práce jsou reflexe na vývoj současného terorismu a možné nastínění jeho dalšího vývoje a to nejen na území evropského teritoria. Teoretická část se primárně zabývá celosvětovou potřebou, která spočívá v přijetí jednotné definice terorismu a typologií preferovanou úřady a orgány EU. Praktická část analyzuje samotné protiteroristické nástroje a jejich vývoj od událostí spojených s 11. zářím 2001 doposud. V závěrečné části jsou nastíněna možná řešení protiteroristických opatření ze strany EU.

Abstract:

This thesis deals with the European Union concept of terrorism and the analysis of the counterterrorism concepts. The European Union deals with terrorism in political and right documents including its impact on economy. The thesis produces a complex summary of European counterterrorism points of view and the comparison with the counterterrorism system in the USA. The reflection of contemporary evolution terrorism and its possible progression is the integral part of the thesis. Theoretical part deals primary with the global requirement which consist in the acceptance of an integrated definition of terrorism and the typology used by officials all over the European Union. The practical part analysis particular counterterrorism instruments and its evolution since the events linked to 11Th September 2001 so far. In the conclusion there are delineated possible solutions of counterterrorism politics from the perspective of the European Union.
