Impact of measures adopted in connection with COVID-19 on municipalities tax incomes

Abstract:

Diplomová práce se zaměřuje především na ekonomická opatření přijatá v souvislosti s nemocí COVID-19. Za cíl si práce klade zhodnotit dopady těchto opatření na daňové příjmy obcí. Vyhodnocení je provedeno nejprve pomocí analýzy daňových příjmů obcí v letech 2017 – 2021, dále se práce zaměřuje na analýzu příjmové stránky vybraného vzorku dvanácti obcí v tomto období. Výsledky ukazují, že pandemie COVID-19 v roce 2020 negativně ovlivnila doposud rostoucí tendenci inkasa daňových výnosů. Práce se dále zaměřuje na snahu státu o kompenzaci výpadků těchto příjmů. V závěru práce vysvětluje dopady nastalé situace na zadluženost obcí, jejich hospodaření a vliv na ukazatele monitoringu hospodaření.

Abstract:

The diploma thesis focuses mainly on economic measures taken in connection with the COVID-19 disease. The aim of this work is to evaluate the effects of these measures on municipality tax revenues. The evaluation is at first performed by using a tax revenue analysis of municipalities for the years 2017 – 2021. Furthermore, the work engages in the revenue analysis of the sample consisting of twelve selected municipalities for the identical time period. The results show that the COVID-19 pandemic in 2021 had a negative effect on the growing trend in the collection of tax revenues. The work also addresses the efforts of the state to compensate the loss of these revenues. The conclusion of the work explains the impacts of the situation on the indebtedness of municipalities, their management and the influence on management monitoring indicators.
