Security and Strategic Culture of the EU

Abstract:

Tématem diplomové práce je bezpečnostní a strategická kultura EU. Práce vychází z teoreticko-metodologických pozic teorie druhé generace strategické kultury, proto analýza spočívá ve zkoumání vlivu strategického chování na reprodukci strategické kultury. Okruh zkoumaného chování je vymezen působností Evropské obranné agentury (EDA). Práce se tedy zaměřuje na činnost související s obrannými schopnostmi. Analýze bezpečnostní kultury je věnováno méně pozornosti, neboť činnost EDA se týká bezpečnostního chování pouze zprostředkovaně. Cílem práce je cestou případové studie odpovědět na otázku, zda existuje strategická a bezpečnostní kultura EU. Pozitivní odpověď je shledána v případě odvození kultury od deklaratorního chování, negativní odpověď při jejím odvození od reálného chování.

Abstract:

Security and strategic culture of the EU is the theme of this thesis. From a theoretical and methodological point of view the thesis is embedded in the second generation of strategic culture theories; the analysis of strategic culture therefore starts with description of strategic behaviour and examines the way how it reproduces strategic culture. The scope of strategic behaviour is limited to the competence of the European Defence Agency (EDA); hence the thesis covers activities relating to (defence) capabilities. The analysis of security culture stays on the sideline because of the scope of examined behaviour. Based on the case study the thesis aims to test the existence of security and strategic culture of the EU. And it responds that although in terms of declaratory behaviour the culture exists, in relation to real behaviour it does not.
