Abstract:

Cílem této diplomové práce je zjistit, které orgány krajů a obcí plní úkoly krizových orgánů a které další orgány územně samosprávných celků se podílejí na přípravě na mimořádné události a krizové stavy. Orgány krizového řízení analyzují a vyhodnocují bezpečnostní rizika, plánují, organizují, realizují a kontrolují činnosti při řešení krizové situace. Krizová situace je mimořádná událost, která ve velkém rozsahu ohrožuje lidské životy, zdraví, majetek, vnitřní pořádek a bezpečnost a při níž je vyhlášen stav nebezpečí, nouzový stav nebo stav ohrožení státu. Krizová situace může nastat např. při politických nepokojích uvnitř státu, v případě živelních pohrom, průmyslných havárií atd. Důležitá je koordinace a spolupráce všech orgánů krizového řízení. To se neobejde bez zajištění fungujícího informačního systému a vzdělávání členů krizových orgánů.

Abstract:

The aim of the thesis is to find out which regional and municipal authorities fulfill tasks of predicamental establishment and which other authorities participate in preparation of an extraordinary event and crisis situations. The emergency management authorities analyze and evaluate security risks, plan, organize, realize and supervise activities during the solution of a crisis situation. A crisis situation is an extraordinary event which threatens people’s lives, health, income, internal order and security and when the threat state, the emergency state or the threat state of the country is announced. A crisis situation can happen for example during commotion in the country, in case of a natural disaster, industrial catastrophe and so on. The coordination and cooperation of all emergency management authorities are very important. The guarantee of functional information system and education of members of crisis establishment is necessary.
