The United States response to cyber-attacks in 2016 and 2020

Abstract:

Spojené státy americké jsou jako světová mocnost vystaveny neustálým bezpečnostním výzvám. V novém století mimo jiné také hrozbám v nové válečné doméně, tedy kyberprostoru. Tato bakalářská práce se věnuje reakci Spojených států amerických na konkrétní případy kybernetických útoků, a to na útoky na volební štáby během amerických prezidentských voleb v roce 2016 a útoku na platformu Orion patřící společnosti SolarWinds v roce 2020. Kyberprostor není doménou, která by byla dobyta jednou ze světových mocností, a tak je nutné svou obranu neustále vyvíjet a vylepšovat. Tato práce analyzuje vývoj obranyschopnosti a zlepšení úrovně bezpečnosti Spojených států amerických. Analyzovanými dokumenty jsou především oficiálně vydávaná prohlášení, vyšetřovací zprávy amerických bezpečnostních agentur, exekutivní příkazy a další oficiální dokumenty.

Abstract:

As a world power, the United States is exposed to constant challenges regarding its security. In this century, among other things, it is being threatened in the new war domain, so-called cyberspace. This bachelor thesis deals with the response of the United States to specific cases of cyber-attacks, namely attacks on election headquarters during the US presidential election in 2016 and the attack on the Orion platform belonging to the SolarWinds, which happened in 2020. Cyberspace is not a domain that can be conquered by one of the world's powers, and therefore its defense must be constantly developed and improved. This thesis analyzes the development of defense and improvement of the level of security of the United States. The documents analyzed are mainly official statements, investigation reports of US security agencies, executive orders, and other official documents.
