Abstract:

V této diplomové práci je představen ucelený přehled o činnosti Státní veterinární správy (dále jen „SVS“) České republiky, o její organizační struktuře, členění, činnostech a úkolech. Tato složka státní správy je velice důležitá, protože zajišťuje ochranu území České republiky před zdravotně závadnými produkty živočišného původu ze zahraničí i produkty pocházejícími z české republiky. Monitoruje nákazové situace a provádí opatření a veterinární ochranu území ČR. Pro seznámení s tématem je v první části práce věnována pozornost charakteristice SVS České republiky, její organizaci, jejími úkoly a možnostmi spolupráce s jinými subjekty. Dále jsou zde popsány hlavní činnosti SVS v oblasti ochrany pohody zvířat, kontroly zdraví zvířat a ochrany veřejného zdraví. V další části se pak podrobněji zaměřuji na nižší organizační složky SVS, a to Krajské veterinární správy, jejich strukturu, úkoly. Popisuji zde jejich pravomoci a spolupráci s jinými orgány státní správy a samosprávy. Úlohu obce při podezření na týrání zvířat. A dále pak program ochrany zvířat a problematiku týrání zvířat. V práci Byly použity metody analýzy odborných textů, komparace, dedukce a pozorování. Závěr mé práce obsahuje zhodnocení současné situace v oblasti působnosti SVS, dále v oblasti ochrany zvířat, popsání zjištěných skutečností a jejich zhodnocení a ne/potvrzení naplnění stanovených hypotéz na základě provedených analýz a porovnání.

Abstract:

In this thesis is introduced a comprehensive overview of the activities of the State veterinary administration of the Czech republic, about its organizational structure, divisions, activities and tasks. This folder of the state administration is very important, because it provides protection the Czech republik area from harmful health products from abroad, but also from products originating from Czech republic. It monitors the disease situation and implement measures and health protection in the Czech republic. To familiarize with the topic in the first part is devoted attention to the characteristic of the State veterinary care of the Czech republic, its organization, tasks and possibilities of cooperation with other entities. Further there is described main activities of State veterinary administration in the field of animal welfare, animal health control and protection of public health. In the next part I focus more detailed to lower branch of State veterinary administration, on the Regional veterinary administration, its structure and tasks. I describe their competences and cooperation with other entities of state administration and autonomy. The role of the municipality in suspicion of animal cruelty. Further then the animal protection program and the issue of animal cruelty. In this thesis were used methods of analysis scientific texts, comparison, deduction and observation. The conclusion of my work includes evaluation of current situation within the scope of State veterinary administration, further in the field of animal protection, describtion the findings and their evaluation and confirmation or not of fulfillment of the hypotheses based on analyzes and comparison.
