Abstract:

Zatímco evropské reformy veřejné správy směřují ke slučování municipalit v integrované celky, v první polovině 90. let minulého století pokračoval v České republice proces vzniku dalších často velmi malých obcí většinou oddělením od většího sídla. V důsledku těchto kroků je velká část našich obcí řízená neuvolněnými starosty, kterým navíc chybí profesionální zázemí. Další problém spočívá v tom, že malé obce nejsou schopny řešit celou řadu problémů, které různou měrou ovlivňují život jejich občanů. Z těchto důvodů se na úrovni municipalit objevily i v České republice opačné integrační tendence, které vedly k zakládání mikroregionů za účelem řešení společného problému. Jedním z těchto subjektů je mikroregion Nechranicko, jehož hlavním cílem je koordinace aktivit obcí při využívání rekreačního, sportovního a ekonomického potenciálu Vodního díla Nechranice. Cílem této bakalářské práce je vyhodnotit mikroregion Nechranice z pohledu jeho struktury, zapojení obcí a efektivity společných aktivit.

Abstract:

While European public administration reforms are aimed at merging municipalities into integrated units, in the first half of the 1990s the process of establishing other, often very small, municipalities in the Czech Republic continued, mostly by separating them from a larger seat. As a result of these steps, a large part of our municipalities is run by unreleased mayors, who also lack professional background. Another problem is that small municipalities are not able to solve a number of problems that affect the lives of their citizens to varying degrees. For these reasons, opposite integration tendencies also appeared in the Czech Republic at the municipal level, which led to the establishment of micro-regions in order to solve a common problem. One of these entities is the Nechranicko microregion, whose main goal is to coordinate the activities of municipalities in the use of recreational, sports and economic potential of the Nechranice Waterworks. The aim of this bachelor thesis is to evaluate the Nechranice microregion in terms of its structure, involvement of municipalities and the effectiveness of joint activities.
