Measures to reduce VAT frauds

Abstract:

Tato diplomová práce se zabývá tématem opatření na omezení podvodů v oblasti DPH. V první části této práce je provedena literární rešerše v oblasti DPH, identifikace plátců daně a jejich povinností, včetně právních úprav, jsou charakterizovány a členěny podvody na DPH a je definována role správce daně. Druhá část práce je věnována praktické aplikaci řešené problematiky. Je zde provedena analýza legislativních nástrojů, nástrojů finanční správy a mezinárodních nástrojů, které slouží k omezení daňových úniků v oblasti DPH. V této části je také hodnocen vliv zavedení kontrolního hlášení a elektronické evidence tržeb na efektivitu výběru daně z přidané hodnoty. Následně jsou tyto nástroje blíže specifikovány a diskutovány v rozhovoru se správcem daně. Závěrem jsou poznatky analýzy shrnuty a také jsou navržena možná doporučení pro zlepšení stávajícího stavu v oblasti daňových podvodů.

Abstract:

This diploma thesis deals with the topic of measures to reduce VAT fraud. The first part of this work is a literature search in the field of VAT, identification of taxpayers and their obligations, including legislation, characterization and distribution of VAT fraud and the role of the tax administrator. The second part is devoted to the practical side of the problem. There is an analysis of legislative instruments, financial administration instruments and international instruments that serve to reduce tax evasion in the field of VAT. This section also analyzes the impact of the introduction of control reports and electronic records of sales on the effectiveness of value added tax collection. Subsequently, these instruments are discussed in more detail in an interview with the tax administrator. Finally, the findings of the analysis are summarized and changes to these instruments are also proposed.
