Political groups of the European Parliament and their supervisory powers over the European Commission

Abstract:

Práce analyzuje kontrolní pravomoci Evropského parlamentu a jejich využívání. Konkrétně se zaměřuje na parlamentní otázky poslanců EP ke Komisi. Na základě analýzy rozptylu (ANOVA) je vyhodnoceno, zda politické skupiny EP, stojící v opozici vůči Komisi, používají institut parlamentních otázek častěji. Práce se zaměřuje především na euroskeptické frakce a rozděluje je podle typologie Taggarta a Szczerbiaka. Diplomová práce dochází k závěru, že tvrdí euroskeptici používají parlamentní otázky velmi často. Navzdory původním předpokladům, měkcí euroskeptici používají parlamentní otázky v podobném rozsahu jako politické skupiny, které mají vliv v rámci Komise.

Abstract:

The thesis analyses the supervisory and control powers of the European Parliament and their application. Specifically, it focuses on parliamentary questions by Members of the European Parliament to European Commission. Based on the method of the analysis of variance (ANOVA) we evaluate whether the EP political groups standing in opposition to the Commission use the institute of parliamentary questions more often. The thesis focuses primarily on the eurosceptic political groups and divides them according to the typology of Taggart and Szczerbiak. The thesis concludes that hard Eurosceptics use parliamentary questions very often. Despite the original assumptions, soft Eurosceptics use parliamentary questions to a similar extent as the political groups which have an influence in the Commission.
