Abstract:

Tato diplomová práce se zabývá zahraniční politikou Kyrgyzstánu vůči Ruské federaci na pozadí vnitropolitických událostí za použití teorie malých států. Práce je rozčleněna na teoretickou a empiricko-analytickou část. V teoretické části jsou definována objektivní kritéria (počet obyvatel, rozloha, dostatek životně důležitých surovin a hrubý domácí produkt) a subjektivní kritéria (zde je přihlédnuto ke konkrétním podmínkám a možnostem státu). Cílem diplomové práce je určit, zda Kyrgyzstán splňuje definovaná hodnotící kritéria malého státu a zda tomu odpovídá i jeho zahraničně-politické chování ve vztahu k Rusku. Po rozpadu Sovětského svazu vzniká nový nezávislý aktér mezinárodních vztahů, který je zmítán ekonomickými problémy, vzestupem nacionalistických nálad ve společnosti a hrozbou z rozšíření islámského extremismu na jeho území. Počáteční snaha vydat se cestou demokracie netrvala příliš dlouho a již vládou prvního prezidenta Askara Akajeva začalo budování autoritativního režimu. Změnu nepřinesla ani Tulipánová revoluce, kterou se do čela státu dostal Kurmanbek Bakijev, kdy se režim ještě více upevnil. Změnu tak přinesla až lidová revoluce z roku 2010, která byla doprovázená vlnou nepokojů nespokojeného obyvatelstva. Na vztahy mezi Kyrgyzstánem a Ruskem je nahlíženo pomocí multilaterální i bilaterální dimenze. Práce se konkrétně věnuje oblasti vojenství, politicko-ekonomické a diplomatické spolupráce. V těchto oblastech představuje Rusko pro Kyrgyzstán dlouhodobého strategického partnera, o čemž svědčí také stabilita ruského vektoru v rámci kyrgyzské multivektorové zahraniční politiky.

Abstract:

This thesis is about the foreign policy of Kyrgyzstan to the Russian Federation on the background of internal policy affairs using the theory of small states. The thesis is divided into theoretical and empiricical – analytical part. In the theoretical part are defined objektive standards (number of population, area, sufficiency amount of life-important raw materials and gross domestic product) and subjective standards (here is allowed for to concrete conditions and possibilities of the state). The goal of the thesis is to determine if Kyrgystan fulfils defined evaluating standards of small state and if it responds its foreign policy behaviour to Russia. After disintegration of the Soviet Union begins new independent participant of international affairs, which has economical problems, an expansion of nationalistic mood in society and a threat of spreading islamistic extremism on its territory. The initial effort to go on the way of democracy didn´t remain long time. During the reign of first president Askar Akajev began a creation of authoritharian regime. The change didn´t come with Tulip Revolution, which started the reign of Kurmanbek Bakijev, when the regime strengthened. The change came with The Second Kyrgyz Revolution in 2010, which was attended with the wave of dissatisfied inhabitants. The relations between Kyrgyzstan and Russia are defined using multilateral or bilateral dimension. The thesis is focused on following fields: the armed forces, the political and economical situation and the diplomatic cooperation. In these fields Russia represents for Kyrgyzstan long-term strategic partner. It shows the stability of Russian vector in the framework of the Kyrgyz multivector foreign policy.
