Germany’s role as a Norm Exporter - the case study of North Macedonia’s Ohrid Framework Agreement

Abstract:

Republika Makedonie vznikla jako nezávislý stát poprvé v 90. letech 20. století. První období politického a společenského vývoje bylo problematické, vzhledem k střetu principů národního státu a multietnické reality Makedonie. Středem práce je přístup Německa k vnitřnímu konfliktu Makedonie. Práce představí teoretická východiska německého zahraničněpolitického chování a jednání v Makedonii v období před a po konfliktu. Zkoumání se bude soustředit na hypotetickou roli Německa jakožto exportéra norem, přičemž bude posouzeno právní postavení etnické menšiny Albánců v Makedonií před a po podpisu Ohridské mírové dohody, která vedla ke stabilizaci Makedonie. Autor si klade za cíl kriticky zhodnotit příčiny a dopady německého zahraničněpolitického chování a zároveň odpovědět na otázku, zda se Ohridská rámcová dohoda stala prostředkem normativního exportu.

Abstract:

The Republic of Macedonia was constituted as an independent state for the first time in history in the 1990s. The early years of political and societal development provided troublesome, namely regarding the clash of the principles of État versus the state’s multi-ethnic reality, that led to an armed conflict in the state. The focus of the thesis will be Germany, whose approach to conflict resolution in this conflict will be assessed. The thesis will introduce theoretical grounds for German foreign policy behavior and action in North Macedonia in the period preceding and following the conflict. The examination of German foreign policy actions in the case study will assess the hypothetical Normative Export role. The depiction of the legal status of prominent ethne in North Macedonia prior and after signing of the Ohrid Framework Agreement will provide for a suitable nexus between foreign policy actions and the - arguably ongoing - stabilization of North Macedonia. The goal of the thesis is to provide a critical assessment of the causes and effects of German foreign policy behavior in North Macedonia, as well as answering the question of whether the Frame-work Agreement became a facilitator of Normative Export to this state.
