Development policy of the European Union: traditional theories or new concepts?

Abstract:

Tématem této diplomové práce je problematika rozvojové spolupráce Evropské unie se subsaharskou Afrikou a otázka, jak přínosné jsou na cestě ke zlepšování kvality lidského života v dané oblasti koncepty jednotlivých teorií rozvoje, zvláště neoliberalismu a alternativních přístupů objevujících se od počátku 90. let minulého století. Cílem bude dokázat, že EU není schopná plnit vytčené cíle v oblasti rozvoje, neboť se její rozvojová politika příliš opírá o recepty ortodoxních teorií jako jsou modernizace a neoliberalismus. Druhá část textu bude poté věnována analýze, do jaké míry mohou alternativní přístupy přispět k rozvoji zemí regionu SADC. Úkolem bude ověřit, zda je možné v rozvojové literatuře najít důkazy, že požadavky alternativních přístupů byly přítomny v zemích, kterým se podařilo v rámci rozvojového projektu dosáhnout dobrých výsledků, a zda v zemích, které požadavky nesplňovaly, snahy o rozvoj selhaly. Pokud bude existovat korelace mezi podmínkami, které zdůrazňují alternativní přístupy, a úspěšností rozvoje, je možné tvrdit, že zahrnutí zkoumaných předpokladů by mohlo být krokem k větší efektivitě rozvojové politiky EU. Pokud se však žádný takový vztah neprokáže, bude nutné si položit otázku, nakolik jsou nové teorie rozvoje schopny být opravdu tím určujícím směrem pro rozvojovou praxi v budoucnosti.

Abstract:

This Master thesis deals with the topic of the European Union’s development cooperation with sub-Saharan Africa. Its main aim is to prove that the EU is not able to accomplish the declared development targets because its development policy is still to a large extent influenced by the principles of the orthodox development theories such as modernisation and neoliberalism. The second part of the text will attempt to answer a question whether the alternative attitudes to development, which were introduced into the field of development studies in the 1990s, have the potential to contribute to development of the countries in the SADC region. Based on the literature review, it will be possible to show whether requirements of the alternative attitudes are present in the countries which have been developing the fastest, and whether the same conditions are absent in the states which are considered to be development failures. If there is a correlation between the principles of the new theories and successful development, it may be argued that taking these attitudes into account could improve the results of the EU’s development policy. On the other hand, if such a correlation does not exit, it may be claimed that the potential of the alternative theories to positively influence development of the countries of the global South is debatable.
