The Breakdown of Democracy: Democracy between Utopia and Dystopia

Abstract:

Pozornost politické vědy se v případě zkoumání tranzice přechodu z jednoho režimu na režim jiný upírala převážně na přechody z režimů nedemokratických na režimy demokratické. Tato práce se věnuje opačnému procesu, což vychází ze snahy nalézt odpověď na otázku, kterou si kladl Juan J. Linz, průkopník výzkumu tohoto druhu tranzice: „Jak by vypadal deskriptivní model procesu zhroucení demokracie, který by mohl přispět k lepšímu porozumění jeho elementům a dynamice?“ K nalezení odpovědi, práce vychází z ambivalence pojetí dichotomických archetypů – utopie a dystopie, při jejichž konstrukci se opírá o obrazy z historie a sociální antropologie. Vybrané utopicko-dystopické koncepty z historie a sociální antropologie jsou propojeny se sociologickou typologií Johna Lawa a Annemarie Mol k řízení železničních společností v krizových momentech a zasazeny do prostředí demokratických režimů. Výchozími metodologickými postupy k rozpracování této typologie, a hlavně jejího vztahu ke zhroucení demokratických režimů, jsou postupy meta-metodologické, především Bayesova věta a teorie komplexit. Dynamika a elementy jednotlivých typů modelů demokratických utopií jsou ilustrovány zejména na vybraných případech současných nebo současnosti blízkých režimů Latinské Ameriky. Na základě zformované typologie (čtyř typů demokratických utopií), spočívající na šesti-dimenzionálním schématu přístupu k utopii a dystopii, je vystavěna teorie tranzice těchto modelů. V rámci ní je identifikován a konkretizován proces tzv. bodu zlomu (breaking point), jenž je iniciačním okamžikem tranzice z konkrétního modelu demokratické utopie a jemu odpovídajícího režimu na jiný model demokratické nebo nedemokratické utopie.

Abstract:

In researching transitions from one political regime to another, political science has mainly focused on the transition from a non-democratic to a democratic regime. This paper examines the reverse process. It details the effort to answer a question posed by Juan José Linz, the pioneer of research into reverse processes: "Can the breakdown of democracy be descriptively modelled in a way that improves the understanding of its elements and dynamics?” The response provided here is based upon the ambivalence inherent in the concept of the dichotomous archetypes utopia and dystopia. These archetypes are constructed out of historical images and elements of social anthropology tied to the sociological typology of John Law and Annemarie Mol, which targets the management of railway transport firms in times of crisis. The archetypes are embedded in democracy. Bayes' Theorem and complexities theory form the meta-methodological starting point for preparing the typology and exploring its applicability to the breakdown of democratic regimes. Recent regimes in Latin America are used to demonstrate the elements and dynamics of individual models of democratic utopias. The resulting six dimensional typology of approaches to utopia/dystopia features four types of democratic utopias and allows a transition theory for these models to be built. This theory identifies a transition process and a breaking point. The latter refers to the moment the transition from one model of democratic utopia to another model of (non-)democratic utopia begins.
