Implementation of the SMART concept into the management of municipalities with 3-5 thousand inhabitants in the Ústí Region

Abstract:

Práce se zaměřuje na koncept Smart a jeho implementaci do managementu obcí s 3-5 tis. obyvateli na území Ústeckého kraje. Zaměření práce vychází ze: i) zjištěného problému nízké iniciativy k zavedení konceptu Smart do vedení obce z důvodu nízké znalosti konceptu ve vedení obcí v Polsku a ii) z absence dat o postoji starostů a zastupitelů ke konceptu Smart Ústeckém kraji, jakožto klíčových aktérů při rozhodování směru rozvoje obce. Cílem práce je zhodnotit míru povědomí a postoj starostů a zastupitelů, působících v obcích s 3-5 tis. obyvateli na území Ústeckého kraje, k implementaci konceptu Smart do vedení obce. V rámci práce byla použita výzkumná metoda dotazníkového šetření, ve kterém byla zjištěna role/funkce respondenta ve vedení obce, osobní vztah k novým technologiím, míra povědomí respondenta a jeho postoj ke konceptu Smart ve vedení obce. Přidanou hodnotou práce je přínos nových poznatků, které mohou být využity Smart Regionem Ústecký kraj a Pracovní skupinou Chytrý venkov.

Abstract:

The work is focused on the concept Smart and its implementation into the management of municipalities with 3-5 thousand citizens in the Ústí region. The focus point of the work comes from: i) Low initiation to implement the concept Smart for the reason of lack of knowledge about the concept in the leading of municipalities in Poland and ii) from the absence of data containing the views of mayors and the representatives on the concept Smart in the Ústí region, as the key participants in deciding the course of the municipality's development. The goal is to evaluate the knowledge about the concept Smart and the views of mayors and other representatives, partaking in municipalities with 3-5 thousand citizens in the Ústí region. In the terms of the work we've used the questionnaire method in which we found out the role of the respondent in the leading of said municipality, their personal relationship to modern technology, their knowledge about said matter and their opinion on the concept Smart. The work also brings new knowledge, that can be used by Smart Region Ústí region and the "work group" Smart villages.
