The Security Development of Crime in the Area of Addictive Substances and Narcotics in the Microregion Česká Lípa

Abstract:

Tato diplomová práce se věnuje problematice drogové kriminality se zaměřením na návykové a omamné látky, kterou autorka práce považuje za velmi aktuální a nebezpečnou i z důvodu její latence. Cílem této práce je verifikace či falzifikace hypotézy, která říká, že počet objasněných trestných činů souvisejících s drogovou kriminalitou a počet uživatelů (pachatelů) se v mikroregionu Česká Lípa v období od roku 1989 do současnosti zvyšuje a preference určitých typů drog se mění. Na začátku diplomové práce resp. v oblasti teoretické části se autorka zabývá charakteristikou drogové kriminality se zaměřením na již zmíněné návykové a omamné látky. Tato část závěrečné práce je značně rozsáhlá, jelikož autorka považuje za důležité věnovat teorii příslušnou pozornost. Jako důležité proto shledává konkretizaci legislativního rámce upravujícího drogové trestné činy a příslušné pojmy spadající do této problematiky. Dále provádí výklad drogového spektra, výčet trestných činů primární drogové kriminality, sankcionování pachatelů tohoto typu kriminality, kategorií sekundární drogové kriminality a přestupků týkajících se drog. Poté se věnuje drogové scéně před a po roce 1989 z celorepublikového hlediska. Praktická část diplomové práce je zaměřena na mikroregion Česká Lípa, tudíž je další kapitolou, kterou se autorka zabývá, analýzou mikroregionu a nutných aspektů, k čemuž využívá statistiky Úřadu práce v České Lípě a statistiky ČSÚ. Za využití statistik Národní protidrogové centrály PČR následuje analýza drog, které jsou v zájmové oblasti a v zájmovém období aktuální, přičemž je také využita metoda kvantitativního dotazníků, která pomáhá zmapovat drogovou situaci na tomto území. Vyhodnocené dotazníky jsou následně korelovány s ostatními statistickými daty.

Abstract:

This diploma thesis deals with the issue of drug crime with a focus on addictive an narcotic substances, which the author considers to be very actual and dangerous due to its latency. The aim of this diploma thesis is to verify or falsify the hypothesis, which says tha the number of clarified crimes related to drug crime and the number of users (offenders) in the microregion Česká Lípa in the period since 1989 to the present and preferences of certain types of drugs are changing. At the beginning of the diploma thesis, respectively in the theoretical part, the author deals with the characteristics of drug crime with a focus on the already mentioned addictive and narcotic substances. This part of the thesis is quite extensive, as the author considers it important to pay attention to the theory. She considers as important to specify the legislative frame governing drug criminal offenses and the relevant concepts which includes to this issue. The author provides an interpretation of the drug spectrum, a list of crimes of primary drug crime, sanctioning offenders of this type of crime, categories of secondary drug crime and drug offenses. Then she turned to the drug scene before and after 1989 from a national perspective. The practical part of the diploma thesis is focused on the microregion Česká Lípa, so the next chapter the author deals with is the analysis of the microregion and the necessary aspects and for this she uses the statistics of the Employment bureau in Česká Lípa and the statistics of Bureau of Statistics. Using the statistics of the National Anti-Drug Central of the Police of the Czech Republic helped to analyse types of drugs that are relevant and actual in the microregion. While the method of quantitative questionnaires i salso used to hepl to map the drug situation in this area. Then the evaluated questionnaires are correlated with other statistical data.
