Environmental policy and climate policies in European cities: A case study of the Covenant of mayors

Abstract:

Práce zkoumá jev městských klimatických politik v Evropě. Zaměřuje se na nadnárodní sítě měst, které propojují města se zájmem o klimatické politiky a podporují je v jejich snahách. Z těchto sítí vybírá práce Úmluvu starostů a primátorů jako nejdynamičtějšího a nejatraktivnějšího představitele tohoto jevu. Výzkum se zaměřuje na obecné fungování této sítě, konkrétní příklady aktivit členských měst Kaunasu, Kodaně, Rennes, Stuttgartu a Utrechtu a situaci v České republice. Na základě analýzy fungování Úmluvy starostů a primátorů pomocí principů environmentálních politik a zjištění vědy o změně klimatu pak práce prezentuje deset návrhů na vylepšení fungování sítě. V diskuzní části přichází práce s několika možnými motivy nezájmu českých měst o členství v Úmluvě starostů a primátorů a zvažuje další trendy v evropských městských klimatických politikách. Na závěr se pak pokouší propojit téma práce s mediálními teoriemi Marshalla McLuhana.

Abstract:

This thesis explores the phenomenon of climate policies in European cities. It focuses on the transnational municipal networks that interconnect and help cities with ambitions to plan and implement local climate policies. The Covenant of Mayors is identified as currently the most dynamic and attractive municipal network in Europe. The research itself is then focused on the general principles of the Covenant network, furthermore, it shows examples of the signatory cities of Copenhagen, Kaunas, Rennes, Stuttgart and Utrecht and finally it examines the specific situation in the Czech Republic. Using principles of environmental policies and the facts of the climate change science, the thesis analyzes the Covenant of Mayors initiative. Based on the analysis, 10 proposals how to improve functioning of the network are suggested. The discussion section examines several reasons why Czech cities do not join the Covenant of Mayors, it speculates future trends of the local climate policies in Europe and strives to connect the research to the media theories of Marshall McLuhan.
