Public procurements in the city of Děčín - analysis of the competitive effect

Abstract:

Bakalářská práce se zabývá analýzou veřejných zakázek ve statutárním městě Děčín v období let 2014 až 2022. Cílem práce bylo provést analýzu konkurenčního efektu veřejných zakázek. K tomu byla použita vícenásobná regresní analýza, kde jako proměnné modelu byly uvažovány podíl vysoutěžené a předpokládané hodnoty veřejných zakázek a počet podaných nabídek za celkem 86 podlimitních a nadlimitních zakázek z let 2014 až 2022. Z výsledků analýzy vyplývá, že s každou podanou nabídkou klesá podíl vysoutěžené a předpokládané hodnoty o 6,9 %, čímž byla potvrzena hypotéza o existenci konkurenčního efektu. Bylo zjištěno, že tento efekt postupně vyprchává a je maximalizován v průměru při 8,6 podaných nabídkách. Z výsledků analýzy dále plyne, že rozptyl podílu vysoutěžené a předpokládané hodnoty veřejných zakázek lze počtem podaných nabídek vysvětlit pouze z 13,9 %.

Abstract:

The bachelor’s thesis is dedicated to the analysis of public procurements in the statutory city of Děčín from 2014 to 2022. The main aim of this thesis is to analyze the competitive effect of public procurements. For this was used a multiple regression analysis where the share of the final and expected price of public procurements and the number of the submitted bids was used as a variable of the model. The data sample consists of 86 sub-limit and over-limit public procurements from 2014 to 2022. The results of the analysis show that the share of the final and expected price decreases with each submitted bid by 6.9 % which confirmed the hypothesis of the existence of a competitive effect. This effect is found to gradually fade away and is maximized at an average of 8.6 bids. The results of the analysis also show that the variance of the share of the final and expected price of the public procurements can be explained by the number of bids by only 13.9 %.
