Financial reporting by the Czech ministries in the context of ongoing public sector accounting reform

Abstract:

Tato práce si klade za cíl zanalyzovat a kriticky zhodnotit dopady realizované účetní reformy českého veřejného sektoru od roku 2010. Předmětem výzkumu jsou účetní data, která se týkají poskytování veřejné služby 14 ministerstvy v letech 2010-2018 s důrazem na akruální data vycházející ze základních principů a metod současného účetního výkaznictví. Hlavním aspektem práce je mikroekonomický pohled na individuální účetní závěrky ministerstev, který by měl v souladu s Mezinárodními účetními standardy pro veřejný sektor sloužit ke skládání účtů občanům. Pomocí vybraných metod se v práci podařilo změřit a prokázat efekt účetní reformy veřejného sektoru v řadě oblastí. Tou nejvýznamnější byla aplikace účetních metod založených na akruálním principu. Podoba účetní závěrky se od roku 2010 více přiblížila k Mezinárodním účetním standardům pro veřejný sektor. Velikým pozitivním přínosem účetní reformy je zejména snadná přístupnost účetních dat prostřednictvím portálu Ministerstva financí ČR široké veřejnosti. Závěr práce obsahuje i návrhy možných směrů dalšího výzkumu.

Abstract:

The goal of this thesis is to analyze and critically evaluate the impact of the implemented accounting reform of the Czech public sector since 2010. The subject of the research are accounting data related to the provision of public service 14 ministries in 2010-2018 with emphasis on accrual data based on basic principles and current financial reporting methods. The main aspect of the work is the microeconomic view of the individual financial statements of the ministries, which should be used in accordance with the International Public Sector Accounting Standards to provide accountability to the citizens. Selected methods were used to measure and demonstrate the effect of public sector accounting reform in a number of areas. The most important was the application of accounting methods based on the accrual principle. The format of the financial statements has been closer to International Public Sector Accounting Standards since 2010. Another positive benefit is the easy accessibility of accounting data through the portal of the Ministry of Finance of the Czech Republic to the general public. The great positive contribution of the accounting reform is especially the easy accessibility of accounting data through the portal of the Ministry of Finance of the Czech Republic to the general public.The conclusion of the thesis contains also suggestions of possible directions of further research.
