The development of the American posture towards the EU European/Common Security and Defense Policy

Abstract:

Přijetí Maastrichtské smlouvy a následné založení SZBP EU na začátku 90.let otevřelo cestu k překonání studenoválečného tabu a k překonání jedné z nejkontroverznějších oblastí spolupráce v rámci evropského integračního procesu: vývoj evropské obranné identity a evropské obranné politiky. Integrační proces byl doposud realizován díky americkým bezpečnostním zárukám a díky neoddělitelnosti transatlantické bezpečnosti. Jedná se o nejdůležitější partnerství západního světa, jež navzdory své propojenosti a svým společným hodnotám vždy projevovalo ve vojenské oblasti velkou míru asymetrie a nevyváženosti ve prospěch USA. Práce se bude zabývat vývojem postoje USA ke vzniku a prosazení EBOP/SBOP EU. Výzkumný cíl - do jaké míry byl vznik a vývoj SZBP EU, EBOI (v rámci NATO), a zejména EBOP/SBOP vnímán USA jako hrozba ke svému světovému hegemonickému postavení? Jakou roli sehrála EBOP při nápravě asymetrie mezi USA a EU? Jakou roli hrály USA při ovlivňování a vytváření EBOP?

Abstract:

The decision of the EU Member States to launch a CFSP as part of the policy innovations brought about in the Maastricht Treaty in the early 90s opened a process of overcoming one of the greatest Cold War taboos as far as the European integration process was concerned: the development of a European defence identity and consequently the development of a defence policy. Despite the fact that European integration was made possible thanks to America’s security guarantees and thanks to the notion of the indivisibility of Transatlantic security, this partnership has been characterized by great asymmetries in the military field largely favouring the US. The aim of this work is to focus on the development of the US position towards the creation and the development of the ESDP/CSDP. Research goal- to what extent has the creation and the development of the EU CFSP, ESDI (within NATO), and above all the EU CSDP been perceived by the US as a threat to its global hegemonic position? What role has the ESDP played in decreasing this asymmetry? What role has the US played in influencing and shaping the EU CSDP?
