Abstract:

Cílem této bakalářské práce bude představit, jakým způsobem by mohla být přímá volba starosty aplikovaná do našeho volebního systému a odpovědět si na otázku, zda je zavedení přímé volby pro Českou republiku přínosné nebo ponechat současný stav. Tomu je podřízena i struktura práce. Východiskem této práce je současný stav, kdy bude popsáno, jakým způsobem probíhají volby do zastupitelstev obcí v současnosti a vztahy jednotlivých orgánů obce. Ve stručnosti bude představeno, jakým způsobem jsou realizovány volby do zastupitelstev obcí na Slovensku, kde je již přímá volba zavedena. Prostor je věnován i názorům starostů na zavedení přímé volby. Dále budou porovnány návrhy na zavedení přímé volby, tak jak jsou v současné době prezentovány. V závěru bude zhodnoceno, zda je pro Českou republiku zavedení přímé volby přínosné, či nikoli.

Abstract:

The aim of this bachelor thesis will be represented how the directly elected mayors could be applied to our electoral system and answer the question whether the implementation of a direct election in the Czech Republic is beneficial or is better to keep the current state. For this is also subordinate the structure of this thesis. The starting point of the thesis is the current state, which describes the way how the election is held in city councils at present and describe the relations of individual municipalities. Briefly will be described, how election in city councils in Slovakia works, where the direct election of mayors is already in place. The space is also dedicated to the opinion of mayors on the implementation of direct election. In addition, proposals will be compared to introduce of direct election as they are presented to the public. In conclusion, it will be assessed whether or not the direct election of the mayors is beneficial for the Czech Republic.
