Budgetary measures in small municipalities

Abstract:

Cílem diplomové práce je prozkoumat praxi rozpočtových opatření v malých obcích v České republice. Práce je rozdělena na tři části. První část je věnována teoretickému vymezení rozpočtového procesu, rozpočtových opatření a popsán je i legislativní rámec. Druhá část práce je zaměřena na případovou studii na obci Obrataň v období 2017-2019. Dílčím cílem práce je analyzovat rozpočtová opatření a jejich důvody, k čemuž je použita právě Obrataň. Případová studie ukázala, že jsou rozpočtová opatření realizována v závislosti na tom, jaké jsou aktuální potřeby obce, a že nejčastějším typem rozpočtové změny je zvýšení výdajů. Ve třetí části práce je proveden primární výzkum zaměřený na dodržování zákona č. 24/2017, který říká, že obce jsou povinny zveřejnit rozpočtová opatření a další povinné dokumenty na svých webových stránkách. Výzkum byl proveden na vzorku 50 obcí s počtem obyvatel v rozmezí 787-804. Výzkumem bylo zjištěno, že obce zákon dodržují. Zároveň byl výzkum zaměřen na formát zveřejnění rozpočtových opatření. V této otázce se ukázalo, že rozpočtová opatření jsou obcemi zveřejňována v podobě tabulky, v podrobnějších formálních úpravách se obce liší.

Abstract:

The aim of the diploma thesis is to examine the practice of budgetary measures in small municipalities in the Czech Republic. The work is divided into three parts. The first part is devoted to the theoretical definition of the budgetary process, budgetary measures and it also describes the legislative framework. The second part of the work is focused on a case study in Obrataň in 2017-2019. A partial goal of the work is to analyze budgetary measures and their reasons, for which Obrataň is used. The case study showed that budget measures are implemented depending on the current needs of the municipality, and that the most common type of budget change is an increase in expenditures. The third part of the work consists of a primary research focused on compliance with Act No. 24/2017, which says that villages are required to publish budgetary measures and other mandatory documents on their websites. The research was conducted on a sample of 50 municipalities with a population in the range of 787-804. The research has shown that the municipalities comply with the law. At the same time, the research focused on the format for publishing budgetary measures. In this matter, it turned out that the budget measures are published by the municipalities in the form of a table, the municipalities differ in more detailed formal adjustments.
