Budget specification in relations between Slovak Republic and Europe Union

Abstract:

The first part of this thesis is devoted to theories of public sector and the principles of financing public revenue, public expenditure, the issue of public budgets and budgeting in relation of the Slovak Republic to the European Union budget. The second part of the thesis is devoted budget principless of general government budget, the classification of budget management at the transnational level, fiscal policies and the specifics of budgeting in the EU. The analytical part of thesis describes the dynamism of the EU budget in the past three years, focusing on priority areas of common economic policy of the state EU. In this context, we monitor changes in the common EU budget policy. The third chapter deals with the situation and developments in the EU budget, the budget process, issues, income and deductions by the Slovak Republic and the EU's general budget. In the last chapter of this thesis are described projections, predictions, and problem areas of the budget process in the European Union in its historical context and also the risk of the common budget policy now, which potentially affect the efficiency of the common budget of the European Union.

Abstract:

Prvá časť diplomovej práce je venovaná teórii verejného sektora a princípom jeho financovania, problematike verejných rozpočtov a rozpočtovania vo vzťahu Slovenskej republiky k rozpočtu Európskej únie. Druhá časť diplomovej práce je venovaná rozpočtovým východiskám a to rozpočtu sektora verejnej správy, klasifikácii rozpočtového hospodárenia na nadnárodnej úrovni, rozpočtovej politike a špecifikám rozpočtovania v EÚ. V analytickej časti diplomovej práce opisujeme dynamiku vývoja rozpočtu EU v ostatných troch rokoch so zameraním na prioritné oblasti spoločnej hospodárskej politiky štátov EU. V tomto kontexte sledujeme zmeny v spoločnej rozpočtovej politike EU. V poradí tretia kapitola sa zaoberá stavom a vývojom rozpočtu v EÚ, problémami rozpočtového procesu, odvodmi a príjmami Slovenskej republiky do a zo všeobecného rozpočtu EÚ. V poslednej kapitole diplomovej práce sú opísané prognózy, predikcie a problémové oblasti rozpočtového procesu v Európskej únii v jeho historickom kontexte a taktiež riziká v oblasti spoločnej rozpočtovej politiky v súčasnosti, ktoré sa potenciálne dotýkajú efektivity spoločného rozpočtu Európskej únie.
