Abstract:

Práce se zabývá problémem byrokracie a byrokratizace ve veřejné správě. V teoretické části jsou rozebrány základní pojmy z pohledu odborné literatury. V praktické části se práce zaměřuje na Jednotné inkasní místo a na daňovou správu z hlediska probíhajících reforem. Na základě empirických podkladů jsou uváděny názory klientů na Jednotné inkasní místo a na probíhající změny v daňové oblasti. Dále jsou uváděny názory vedoucích finančních úřadů. Práce je zakončena úvahou o informačních technologiích ve vztahu k byrokracii ve veřejné správě.

Abstract:

The work deals with the problem of bureaucracy and red tape in public administration. The theoretical part is composed of the basic concepts of the relevant bibliography . The practical part of the work focuses on the newly merger of the tax office , the social insu-rance office and the health insurance office in one single office (JIM), and the tax administration in terms of ongoing reforms. Based on empirical work, views of the leading fi-nancial authorities are presented, about the ongoing changes in the tax area. The work ends with a reflection on information technology in relation to the bureaucracy in public administration.
