Coordination in public administration during the COVID-19 epidemic in Czechia

Abstract:

Tato bakalářská práce se věnuje problematice koordinace v systému veřejné správy a její roli v krizových situacích. Cílem práce je na základě dostupných informací a polostrukturovaných rozhovorů porovnat přístup ústřední správy k vedení a koordinování krize v dosavadních vlnách epidemie koronaviru, identifikovat silné a slabé stránky a formulovat doporučení pro řešení krizové situace podobného typu do budoucna. V práci je shrnuta struktura a role jednotlivých prvků krizového řízení v ČR, budou představeny opatření a přístupy ústřední vlády ČR během jednotlivých vln epidemie a zmapovány zahraniční přístupy ústředních vlád proti šíření koronaviru. Získané informace byly využity při přípravě vlastní metody výzkumu, který byl založen na polostrukturovaných rozhovorech. Respondenty byli zástupci a pracovníci obcí, které byly určeny na základě čtyř stanovených kategorií podle velikosti obyvatel. Zjištění jsou použita k formulování doporučení.

Abstract:

This bachelor thesis focuses on the issue of coordination in the public administration system and its role in crisis situations. Based on available information and semi-structured interviews, the aim of the thesis is to compare the approach of the central administration to crisis management and coordination in previous waves of the coronavirus epidemic, to identify strengths and weaknesses and to formulate recommendations for dealing with a crisis situation of a similar type in the future. The thesis will summarize the structure and roles of the various elements of crisis management in the country, present the measures and approaches of the central government during the different waves of the epidemic, and map the approaches of foreign central governments against the spread of coronavirus. The information gathered was used to develop the actual research method, which was based on semi-structured interviews. Respondents were representatives and staff of municipalities, which were identified based on four established categories based on population size. The findings are used to formulate recommendations.
