Economic sanctions against the Russian Federation after the Ukrainian crisis - the energy sector

Abstract:

Po ukrajinské krizi v roce 2014 sankce a protisankce ze strany Evropské unie potažmo Ruska způsobily pokles spolupráce mezi těmito světovými velmocemi, který nebyl spatřen od konce studené války. Navzdory této skutečnosti vztahy v energetické oblasti stále hrají hlavní roli ve vztahu obou ekonomik a vytváří tak interdependentní vztah. Rusko je stále největším dodavatelem zemního plynu do Evropské unie, a naopak Evropská unie je stále největším a nejstabilnějším partnerem pro Moskvu. Oba aktéři, jak Rusko, tak i Evropská unie si uvědomují těsnou vzájemnou závislost. Hlavním cílem práce je zhodnocení protiruských sankcí v energetickém sektoru. V konkrétnější rovině bude cílem nejprve zmapování sankcí a následně zodpovězení otázek, zda, jakým způsobem a případně do jaké míry omezuje vzájemná závislost mezi EU a Ruskem plné využití sankcí ze strany EU. Podružným cílem textu je navrhnout alternativní sankční mechanismus v energetické oblasti, případně předložit návrhy, které by současná omezení sankčních opatření vyplývající ze vzájemné závislosti pomohly překonat.

Abstract:

After the Ukrainian crisis in 2014, European Union sanctions imposed on Russia have caused a decline in trade cooperation between these world powers, which has not been seen since the end of the Cold War. Despite this, relations in the energy field still play a major role in the relationship between the two economies, creating an interdependent relationship. Russia is still the largest natural gas supplier to the European Union, and the European Union is still the largest and most stable partner for Moscow. Both actors, Russia and the European Union, are aware of close interdependence. The main objective of the work is to evaluate anti-Russian sanctions in the energy sector. On a more specific level, it will be firstly mapping sanctions and answering the question whether, how and if any, how much EU-Russia interdependency limits the full use of sanctions on the site of the EU. The secondary aim of the work is to propose an alternative sanction mechanism in the energy sector, or to put forward proposals that would help overcome current restrictions on sanctions resulting from interdependence.
