Abstract:

Ruská federace zdědila po Sovětském svazu značný jaderný arzenál. Od svého vzniku v roce 1991 až do dnešní doby se Rusko nepřetržitě věnovalo jeho modernizaci. První část diplomové práce podává přehled o modernizaci ruského strategického jaderného arzenálu od prosince 1991 do půlky prosince 2012 a je empirický pokladem pro zodpovězení první výzkumné otázky této práce, která zní: Jaký byl charakter ruské strategické jaderné modernizace v období od 1991 do 2012? Druhá část diplomové práce pak má sloužit jako teoretický podklad pro zodpovězení druhé výzkumné otázky této práce, totiž: Co bylo stimulem (stimuly) ruské strategické jaderné modernizace v období od 1991 do 2012? Autorka v závěru práce dochází k názoru, že modernizace ruského strategického jaderného arzenálu byla nepřetržitým procesem, který postupně nabíral rychlost i šíři. Pro usnadnění orientace, práce definuje tři období této modernizace. Současné (třetí) období je pak prvním od konce studené války, kdy Rusko modernizuje všechny tři složky své jaderné triády současně. Diplomová práce se dále zabývá znaky prvního versus druhého úderu dané modernizace a shodami i rozdíly mezi jejími jednotlivým etapami. V rámci odpovědi na druhou výzkumnou otázku diplomová práce konstatuje, že ačkoliv lze nalézt několik motivů pro ruskou strategickou jadernou modernizaci, základními stimuly tohoto procesu jsou ruská strategická kultura a velmocenská identita.

Abstract:

As the Soviet Union’s successor, the Russian Federation inherited a large nuclear arsenal. From its formation in 1991 until today, Russia continuously modernized its strategic nuclear forces. The first part of this thesis tracks Russia’s strategic nuclear modernization from December 1991 to mid-December 2012 and serves as the empirical foundation for the answer to the first research question being: What was the character of Russia’s strategic nuclear modernization in the period from 1991 to 2012? The second part of the thesis shall provide a theoretical foundation for the answer to the second research question being: What were the drivers of Russia’s strategic nuclear modernization in the period from 1991 to 2012? The thesis concludes that Russia’s modernization of strategic nuclear weapon systems was a continuous effort that gradually gathered pace as well as scope. To ease the reader’s orientation, it identifies three periods of Russia’s modernization. The present (third) period of Russia’s modernization represents the first time since the end of the Cold War that Russia modernized all three legs of its strategic triad simultaneously. The thesis elaborates on the first and second strike features of Russia’s modernization and outlines similarities and differences between the identified phases of that process. With regard to the second research question, the thesis concludes that although many motivations for Russia’s strategic nuclear modernization can be found, the underlying drivers are Russia’s strategic culture and Russia’s great power identity.
