Relations between European Union and Maghreb States. Algeria, Morocco and Tunisia - Comparison of Political, Security, Economic and Cultural Relations in the Framework of Euro-Mediterranean Partnership and European Neighbourhood Policy

Abstract:

Náplní práce je komparace úrovně vztahů Alžírska, Maroka a Tuniska s Evropskou unií v rámci Euro-středomořského partnerství a Evropské politiky sousedství. Úroveň vztahů bude zkoumána na základě následujících indikátorů: 1) současná politická a ekonomická situace v Alžírsku, Maroku a Tunisku, 2) aspekty vztahů dané asociačními smlouvami Euro-středomořského partnerství se zřetelem na specifika konkrétních zemí, 3) rychlost, způsob a úroveň implementace asociačních smluv v praxi. Stěžejní hypotézou je tvrzení, že vybrané tři země procházejí procesem přibližování k EU odlišnou rychlostí a s rozdílnými výsledky. Cílem hypotézy je dokázat, že Maroko je celkově v implementaci asociačních smluv úspěšnější než Alžírsko a Tunisko, a tudíž jsou jeho vzájemné vztahy s EU na kvalitativně vyšší úrovni. Potvrzení nebo vyvrácení hypotézy bude provedeno metodou komparace výše uvedených indikátorů.

Abstract:

The aim of the thesis is to compare the level of relations between the European Union and Algeria, Morocco and Tunisia given by the framework of the Euro-Mediterranean Partnership and European Neighbourhood Policy with emphasis on development of those relations in period of 1995-2008. The level of mutual relations is going to be studied on the basis of the following indicators: 1) temporary political and economic situation in Algeria, Morocco and Tunisia, 2) framework given by Association Agreements of the Euro-Mediterranean Partnership taking into account specifics and characteristics of each country, 3) velocity, way and level of implementing Association Agreements into practice. Crucial hypothesis states that countries undertake implementation process with different speed and therefore with diversified results. According to the hypothesis, Morocco is the most successful when it comes to implementation of the association agreement. Therefore the hypothesis states, that its advanced status is justified. The hypothesis is going to be verified/falsified by comparison of above mentioned indicators.
