The importance of cross-border cooperation for regional development

Abstract:

Diplomová práce se zabývá problematikou přeshraniční spolupráce a jejího významu v kontextu dosahování rozvoje. Cílem práce je posoudit socioekonomické dopady vybraných přeshraničních iniciativ s ohledem na realizaci národních politik i cíle "Evropská územní spolupráce". Analýza se věnuje euroregionům, přesněji euroregionům Praděd, Labe, Silva Nortica a Bílé Karpaty a zaměřuje se na dvě skupiny obcí, kterými jsou členské obce euroregionů a nečlenské obce. Závěry socioekonomické analýzy ukazují, že nečlenské obce euroregionů dosahují lepších výsledků ve většině sledovaných oblastí rozvoje. Výjimkou je euroregion Bílé Karpaty, jehož členské obce dosáhly příznivějších výsledků než obce nečlenské. Analýza práce tedy odhalila nedostatečnou účinnost nástrojů, které jsou realizovány v rámci národních rozvojových programů i regionální politiky EU.

Abstract:

The present diploma thesis deals with cross-border cooperation and the importance of said cooperation in the context of achieving development. The aim of the thesis is to assess the socio-economic impacts of selected cross-border initiatives with regard to implementation of national policies and objectives of "European Territorial Cooperatin." The analysis focues on Euroregions; more precisely on the Euroregions of Praděd, Elbe, SIilva Nortica, and White Carpathians. It deals with two groups of municipalities - the member municipalities of Euroregions, and the non-member municipalities. The findings of the socio-economic analysis show that the municipalities which are not members of Euroregions achieve superior results in majority of the monitored areas of development with the exception of the Euroregion of White Carpathians whose member municipalities have achieved more favourable results than the non-member municipalities. The analysis thus revealed an insufficient effectiveness of the instruments implemented in the framework of national development plans well as in the EU regional policy.
