Analysis of Presidency of the Council of the EU from the perspective of COREPER and other preparatory committees

Abstract:

Práce popisuje soustavu přípravných těles Rady EU a především to, jaký význam má pro tyto tělesa institut předsednictví Rady EU. Je popsáno prostředí, v němž pracovní skupiny a přípravné výbory fungují a také metodika jejich práce. Dále je stručně nastíněn koncept předsednictví a uvedené prvky jsou dále analyzovány. Práce se tedy věnuje faktorům, které ovlivňují výkon předsednické funkce v nižších sférách Rady EU. Význam předsednictví je zkoumán jak z pohledu přípravných orgánů Rady, tak z pohledu konkrétního státu, vykonávajícího předsednickou funkci.

Abstract:

The main topic of the bachelor thesis is to describe how the preparatory committees and working groups are influenced by the Council Presidency. The environment preparatory bodies are working in is described as well as the methodology of their work. This is followed by brief characteristic of the Presidency of the Council. Primary objective of the thesis is to analyze the main factors influencing the chairmanship of the preparatory bodies from the perspective of those groups as well as the perspective of the particular state dealing with the presidency.
