Quality and Stability of Greenery Areas in Systems of Urban Greenery

Abstract:

Předložená práce provedla detailní hodnocení skladebných ploch (objektů) systémů městské zeleně celkem v jedenácti městech České republiky. Předmětem hodnocení bylo 2 173 ploch městské zeleně o celkové výměře 1 543,9 ha. Na každé ploše bylo hodnoceno několik kvalitativních parametrů ve vztahu k jejich struktuře, zdravotnímu a pěstebnímu stavu, dosahované kvality péče, přítomnosti vybavenosti apod. Jednalo se tedy o parametry mající přímý vztah k managementu městské zeleně. Na základě stavu těchto ukazatelů byly vyhodnoceny koeficienty kvality a zhodnocena stabilita těchto ploch. Výsledky doložily, že struktura funkčních typů v jednotlivých městech, jejich kvalita i stabilita je různá (ovlivněna specifiky jednotlivých měst), avšak hlavní výsledky a ukazatele jsou v jednotlivých městech obdobné. Stav ploch zeleně v předmětných jedenácti městech měl průměrnou kvalitativní hodnotu. Mezi nejlépe hodnocené atributy patřila druhová struktura dřevin. Naopak mezi nejhůře hodnocené atributy patřily převažující zdravotní a pěstební stav, převažující potřeba obnovy či pěstebního zásahu, dosahovaná úroveň udržovací péče a věková struktura dřevinných vegetačních prvků. Nejvýznamnější faktor z hlediska vlivu na výslednou stabilitu ploch zeleně byl ukazatel: převažující potřeba obnovy či pěstebního zásahu. Pomocí vypočtených koeficientů kvality lze kvalitu ploch zeleně v jednotlivých městech vzájemně porovnat a lze také jednoznačně specifikovat, které z kvalitativních atributů se na dobrém či špatném stavu ploch nejvíce podílely. Mezi města s nejlepší kvalitou ploch zeleně patřily Litomyšl, Kolovraty a Poděbrady. Naopak mezi města s nehorší kvalitou ploch zeleně patřily Orlová, Sušice a Moravská Třebová. Z hlediska stability ploch městské zeleně převažovaly plochy stabilní, ale více než čtvrtina ploch byla nestabilních a neplnila své funkce. Mezi funkční typy vyšší kvality patřily: park a zeleň školních a kulturních zařízení, naopak funkční typy nejhorší (nejnižší) kvality představovaly: zeleň zdravotnických zařízení, zeleň obytných souborů, jiné (ostatní) a urbánní lado. Na základě interpretace výsledků lze vyvodit následující zobecňující závěry a doporučení pro management městské zeleně mající za cíl zlepšení jejího stávajícího stavu: (1) Koncepční plánování a provádění pěstebních zásahů a ošetření dřevin. (2) Úprava druhové struktury dřevin, tj. nutnost dosadeb vhodných druhů stromů. (3) Úprava věkové struktury stromů (zajištění generační obměny a stability). (4) Dílčí zlepšení kvality udržovací péče (diferencovaný přístup k jednotlivým plochám). (5) Dílčí úprava a doplnění prostorové struktury ploch. (6) Doplnění či obnova vybavenosti (mobiliář, cestní síť, programová náplň apod.). Výše doložené výsledky představují důležité informace pro management městské zeleně a celý proces plánování rozvoje a zásahů do systémů zeleně měst, jelikož hodnoceny a popisovány byly ty kvalitativní aspekty městské zeleně, které vhodným managementem péče ovlivnit lze a jejichž praktikování je náplní běžné provozní praxe správců zeleně obcí a měst. Využití a rozvoj poznatků získaných touto prací a další kultivace předložených metod a závěrů může tvořit předpoklad úspěchu při koncepčním plánování adaptace městské zeleně na probíhající změnu klimatu, a také při systémovém hledání možných směrů harmonického rozvoje konkrétních sídel a zvyšování kvality života jejich obyvatel.

Abstract:

The presented work performed a detailed evaluation of the composition areas (objects) of urban greenery systems in a total of eleven cities in the Czech Republic. The subject of the evaluation was 2,173 areas of urban greenery with a total area of 1,543.9 ha. Several qualitative parameters were evaluated in each area in relation to their structure, health and cultivation status, achieved quality of care, presence of facilities, etc. These were therefore parameters directly related to the management of urban greenery. Based on the status of these indicators, quality coefficients were evaluated and the stability of these areas was evaluated. The results showed that the structure of functional types in individual cities, their quality and stability is different (influenced by the specifics of individual cities), but the main results and indicators are similar in individual cities. The condition of the green areas in the eleven cities in question had an average qualitative value. The best evaluated attributes included the species structure of woody vegetation elements and their spatial structure. On the contrary, the worst-rated attributes included the prevailing health and cultivation status, the prevailing need for restoration or cultivation intervention, the achieved level of maintenance care and the age structure of woody vegetation elements. The most significant factor in terms of the impact on the resulting stability of greenery areas was the indicator: the prevailing need for restoration or cultivation intervention. Using the calculated quality coefficients, the quality of greenery areas in individual cities can be compared with each other and it is also possible to clearly specify which of the quality attributes contributed the most to the good or bad condition of the areas. Litomyšl, Kolovraty and Poděbrady were among the cities with the best quality of greenery areas. On the contrary, Orlová, Sušice and Moravská Třebová were among the cities with the worst quality of greenery areas. In terms of the stability of urban greenery areas, stable areas predominated, but more than a quarter of the areas were unstable and did not fulfil their functions. The functional types of higher quality included park and greenery of school and cultural facilities; on the contrary, the functional types of the worst (lowest) quality included greenery of medical facilities, greenery of residential complexes, other and urban fallow. Based on the interpretation of the results, the following generalizing conclusions and recommendations for the management of urban greenery can be drawn, aimed at improving its current state: (1) Conceptual planning and implementation of cultivation interventions and treatment of woody plant species. (2) Modification of the species structure of woody plants, i.e. the need to plant suitable tree species. (3) Adjustment of the age structure of trees (ensuring generational change and stability). (4) Partial improvement of the quality of maintenance care (differentiated approach to individual areas). (5) Partial modification and addition of the spatial structure of areas. (6) Addition or renewal of equipment (street furniture, road network, programme content, etc.). The results documented above represent important information for the management of urban greenery and the whole process of planning development and interventions in systems of urban greenery. There were evaluated and described the qualitative aspects of urban greenery that can be influenced by appropriate care management and the practice of which is the content of the common operational practice of greenery managers of municipalities and cities. 89 The use and development of knowledge gained from this work and further refinement of the presented methods and conclusions can be a prerequisite for success in conceptual planning of adaptation of urban greenery to ongoing climate change, as well as in systemically searching for possible directions of harmon
