Proposal for the Use of the Balanced Scorecard Concept in the Performance Management of the Town of Uherské Hradiště

Abstract:

Předmětem této diplomové práce je navržení Balanced Scorecard pro město Uherské Hradiště. Sestavený Balanced Scorecard má přispět ke zvýšení výkonnosti města a zefektivnění jeho řízení. Teoretická část práce shrnuje potřebné informace pro sestavení Balanced Scorecard pro municipalitu. V praktické části byla před sestavením Balanced Scorecard provedena analýza současného stavu řízení města, která se skládala z rozpočtové a finanční analýzy a dotazníkových šetření mezi občany a zaměstnanci městského úřadu. Výsledky všech analýz byly využity k sestavení strategické mapy, která obsahuje hlavní cíle města v oblasti občanské, finanční, interních procesů a učení se a růstu. Ve všech těchto oblastech byla stanovena měřítka pro monitorování plnění stanovených cílů. Jednotlivá měřítka byla popsána, byl jim také přiřazen odpovědný útvar, způsob výpočtu a zdroj dat pro výpočet měřítka. Na závěr práce byly vyhodnoceny přínosy, které by městu implementace navrženého Balanced Scorecard přinesla. Kromě přínosů byla vymezena i možná rizika. U jednotlivých rizik byla doporučena opatření, kterými by se dalo těmto rizikům předcházet.

Abstract:

The subject of this thesis is to design a Balanced Scorecard for the town of Uherské Hradiště. The Balanced Scorecard is designed to contribute to the increase of the town's performance and to make its management more efficient. The theoretical part of the thesis summarizes the necessary information for the construction of Balanced Scorecard for the municipality. In the practical part, prior to the compilation of the Balanced Scorecard, an analysis of the current state of management of the municipality was carried out, which consisted of a budgetary and financial analysis and questionnaire surveys among citizens and employees of the municipality. The results of all the analyses were used to create a strategy map that includes key goals for the town in the areas of citizens, finance, internal processes, and learning and growth. In all these areas, measures were established to monitor the achievement of set goals. Each measure was described and assigned a responsible department, method of calculation, and data source for calculating the measure. At the end of the thesis, the benefits of the implementation of the created Balanced Scorecard were evaluated. In addition to the benefits, potential risks were also identified. For each risk, the arrangements for preventing them were recommended.
