Solving of extraordinary situations in the Czech Republic Prison Service

Abstract:

Diplomová práce se zabývá tématem mimořádných událostí ve Vězeňské službě České republiky, která zajišťuje bezpečnost a pořádek ve vězeňském a justičním sektoru. Jedná se o velmi obsáhlou problematiku, která zahrnuje nejen činnosti Vězeňské služby České republiky po vyhlášení mimořádných událostí nebo krizových stavů, ale i její součinnost s integrovaným záchranným systémem. Práce se nejdříve zaměřuje na organizační strukturu Vězeňské služby České republiky, její součásti a na definici pojmu mimořádná událost. Jsou vysvětleny odlišnosti mezi mimořádnou událostí a krizovým stavem. Těžištěm práce pak je charakteristika oblastí, které jsou klíčové při řešení mimořádných událostí. Pozornost je věnována typům krizové komunikace, výzbroji, výstroji a donucovacím prostředkům, dále je uveden přehled projevů rizikového chování ve věznicích. Jsou zmíněny možné problémy při řešení mimořádných událostí a nastíněno jejich možné řešení. Cílem práce je komplexní postižení problematiky mimořádných událostí ve Vězeňské službě České republiky s přihlédnutím k celé řadě specifik s nimi spojených.

Abstract:

The diploma thesis deals with the topic of extraordinary situations in the Czech Republic Prison Service, which guarantees security and order in prison and judicial sector. The issue is very extensive, it includes not only the Czech Republic Prison Service activities after the announcement of extraordinary or crisis situations, but also its cooperation with emergency services. First, the thesis focuses on the organizational structure of the Czech Republic Prison Service, its parts and the extraordinary situation definition. The differences between extraordinary and crisis situations are explained. The core of the thesis is the characterisation of the areas, which are crucial when solving the extraordinary situations. The attention is paid to the types of crisis communication, arms, gear and coercive means. Further, the overview of risky behaviour manifestations in prisons is listed. Possible problems during the extraordinary situations are mentioned, and their possible solutions are outlined. The aim of the thesis is the complex cover of extraordinary situations in the Czech Republic Prison Service, taking into account the number of related specifics.
