Analysis of the feasibility and effectiveness of measures related to public transport and energy resulting from the Green Deal in the Central Bohemian Region in the years 2019 to 2030

Abstract:

Cílem této práce je určit, která opatření tykající se veřejné dopravy a energetiky jsou efektivnější, a která lze jednoznačně lépe aplikovat v praxi. Pro účel této práce byl vybrán Středočeský kraj, který má specifické složení elektráren a veřejné dopravy. Všechna využitá opatření plynou z balíčku Fit for 55, což je momentálně velice aktuální a diskutovaný soubor hospodářských politik předkládaných Evropskou unií. V teoretické části je popsána teorie regulace s návazností teorie inovace a její teorie šíření. Dále je definován problém dotací, jakožto hlavní složky financování balíčku Fit for 55 a následně je samotná definice Green Dealu. Podkapitolou je samotný balíček hospodářských politik s názvem Fit for 55 a následně jsou definována jednotlivá opatření týkající se přímo energetiky a veřejné dopravy. V praktické části je porovnáváno, která omezení jsou efektivnější. Toho je dosaženo za pomoci výpočtu, jak nákladné bude snížit emise CO2q o 1 % pouze v jednom určitém odvětví. Praktická část se nejprve zaobírá problematikou veřejné dopravy. Předkládány jsou zde výpočty potřebné k určení efektivnosti opatření. Dále se zabývá problematikou energetiky a opět vypočítává efektivnost. Následuje komparace těchto dvou sektorů a následně určuje, který je efektivnější. V praktické části jsou také popsány problémy s proveditelností jednotlivých opatření. V závěru práce je na základě komparace vyhodnoceno, že efektivnější je se věnovat opatřením tykajícím se energetického průmyslu, avšak jejich proveditelnost v praxi je velice obtížná, skoro až nereálná. Formální hypotéza: „Opatření týkající se energetiky jsou efektivnější než opatření týkající se veřejné dopravy“ se potvrdila, ale je potřeba uvážit problémy spojené s reálnou implementací opatření do hospodářského systému SčK.

Abstract:

The aim of this work is to determine which measures related to public transport and energy are more effective and which can clearly be better applied in practice. For the purpose of this work, the Central Bohemian region was chosen, which has a specific composition of power plants and public transport. All the measures used to flow from the Fit for 55 package, which is currently a very current and discussed set of economic policies presented by the European Union. In the theoretical part, the theory of regulation is described, followed by the theory of innovation and its theory of diffusion. Next, the problem of subsidies is defined as the main component of the financing of the Fit for 55 packages, followed by the very definition of the Green Deal. The sub-chapter is the package of economic policies called Fit for 55, and then individual measures relating directly to energy and public transport are defined. The practical part compares which restrictions are more effective. This is achieved by calculating how costly it will be to reduce CO2q emissions by 1 % in just one particular sector. The practical part first deals with the issue of public transport. The calculations required to determine the effectiveness of the measure are presented here. It also deals with energy issues and again calculates efficiency. The following is a comparison of these two sectors and subsequently determines which is more efficient. The practical part also describes problems with the feasibility of individual measures. At the end of the thesis, based on the comparison, it is evaluated that it is more effective to focus on measures related to the energy industry, but their feasibility in practice is very difficult and almost unrealistic. The formal hypothesis: "Measures related to energy are more effective than measures related to public transport" has been confirmed, but there is a need to consider the problems associated with the real implementation of measures into the economic system of SčK.
