The impact of accounting reform of public finances in particular conditions selected contributory organizations

Abstract:

Předmětem bakalářské práce je popis dopadů reformy účetnictví státu v podmínkách konkrétní příspěvkové organizace. Autorka se zaměřila na porovnání změn účetních výkazů před reformou účetnictví státu a po zavedení reformy. Porovnává strukturu a obsahové vymezení jednotlivých účetních výkazů v roce 2009 a v roce 2013 v městském kulturním středisku. Podstatný díl této práce tvoří popis součástí účetních závěrek, rozvahy, výkazu zisku a ztráty a přílohy k účetní závěrce. Část práce je věnována vysvětlení pojmu centrální systém účetních informací státu, neziskový sektor a příspěvková organizace. Aplikační část se věnuje podrobnému popisu konkrétních informací o provádění účetních závěrek v letech 2009 až 2013 v městském kulturním středisku, včetně výčtu problémů, které účetní jednotka v uvedených letech musela řešit. Bakalářská práce popisuje dva výzkumné problémy, které řeší otázky, jaké změny nastaly ve zpracování výkazů účetních závěrek příspěvkových organizací před reformou účetnictví státu a po reformě, a jaký vliv tyto změny měly na konečné účetní výkazy. Informace pro psaní bakalářské práce získala autorka studiem odborné literatury, právních a účetních předpisů, které má k dispozici v zaměstnání, a zároveň využila znalosti ze své praxe. Pro zpracování tématu byla použita analýza dokumentů, metoda porovnání poznatků a rozhovor s ředitelem účetní jednotky. Bylo zjištěno, že příspěvkové organizace se dokázaly vyrovnat se změnami v účetních závěrkách a zároveň úspěšně řeší problémy, které nastávají při zpracování účetních závěrek.

Abstract:

Subject of this bachelor thesis is to describe the impact of the reform in the public accounting system in terms of specific contributory organization. The author is focused on the comparison of changes in financial statements before and after reform. There is comparison between the structure and the content of the individual financial statements in 2009 and 2013 in the city's cultural center. A substantial part of this thesis is the description part of the financial statements, balance sheets, profit and loss account and attachments of the financial statements as well. Part of the work is focused on an explanation of the concept in the public accounting system, voluntary sector and contributory organizations. The application part is related to a detailed description of specific information in the implementation of financial closing operations in the period 2009-2013 in the city's cultural center, including problems that entity in those years had to deal with. Bachelor thesis describes two research issues that addressed to the question of what kind of changes have occurred before and after reform in the preparation of financial statements in contributory organizations and what kind of problems had organization to deal with changing of these financial statements. All Information for writing that thesis was taken by author in specific literature, law and accounting regulations, which are available in author´s workplace . Author used all knowledge of work experience as well. To achieve that subject there was made an analysis of all documents, the method of comparing gained knowledge and interview with the director of the entity. It was found that the contributory organizations are able to manage all changes in the financial statements and successfully they are able to solve all problems that arise from preparing all financial statements.
