Direct Elections of Mayors

Abstract:

Tato diplomová práce je zaměřena na přímou volbu starostů a její případné zavedení v ČR. První část práce se zabývá vymezením volebních systémů, historií územní samosprávy a komunálních voleb. Dále je popsán a porovnán průběh komunálních voleb v ČR a na Slovensku a zmíněn způsob voleb starostů v některých dalších evropských státech. První část práce je zakončena popisem dosavadní diskuse o zavedení přímé volby starostů v ČR. V praktické části práce bylo provedeno dotazníkové šetření u českých a slovenských starostů, českých voličů a českých zákonodárců.

Abstract:

This diploma thesis is focused on the direct election of mayors and its possible introduction in the Czech Republic. The first part of the thesis deals with the definition of electoral systems, the history of territorial self-government and municipal elections. Also there is describes and compares the course of municipal elections in the Czech Republic and Slovakia and mentoined the method of election of mayors in some other European countries. The first part of the thesis ends with a description of the existing discussion on the introduction of direct election of mayors in the Czech Republic. In the practical part of the thesis was made a questionnaire survey of Czech and Slovak mayors, Czech voters and Czech legislators.
