Protection of whistleblowers

Abstract:

The submitted bachelor thesis describes the current condition of whistleblower protection in the Slovak Republic. It focuses on the legal regulation of whistleblower protection and points out the notifications classified as whistleblowing aiming to evaluate and analyze the corruption topic and its reporting in various social structures in order to suggest several recommendations for the fight against corruption. The thesis captures the experts’ opinions on the matter of whistleblower protection. The facts obtained during interviews with respondents are a valuable source of information for potential whistleblowers as they represent a useful set of real-life experiences with whistleblower protection. The paper also contains several recommendations for the effective fight against corruption and the protection of whistleblowers. First, the author points to the possible inspiration from the Romanian anti-corruption office. Secondly, he emphasizes the need to retrain police officers. Thirdly, the author presents an innovative proposal for the education of primary school and secondary school students in the field of corruption prevention.

Abstract:

Predložená bakalárska práca opisuje stav ochrany oznamovateľov protispoločenskej činnosti na území Slovenskej republiky. Podrobnejšie sa venuje právnej úprave ich ochrany a poukazuje na oznámenia klasifikované ako whistleblowing. Cieľom tejto práce je zhodnotiť a analyzovať problematiku týkajúcu sa korupcie a oznamovania korupcie v rôznych sociálnych štruktúrach, ako aj navrhnúť súbor odporúčaní pre boj s korupciou. Práca v praktickej časti zachytáva názory odborníkov v otázke ochrany oznamovateľov protiprávnej činnosti. Poznatky, ktoré boli získané od respondentiek prostredníctvom rozhovorov predstavujú cenné informácie pre potencionálnych oznamovateľov protiprávnej činnosti, nakoľko ponúkajú praktický pohľad na proces oznámenia. V práci je taktiež obsiahnutý rad odporúčaní pre efektívny boj s korupciou a ochranu jej oznamovateľov. Po prvé autor poukazuje na možnú inšpiráciu rumunským úradom pre boj s korupciou. Po druhé zdôrazňuje potrebu preškolenia príslušníkov policajného zboru. Po tretie autor predstavuje inovatívny návrh vzdelávania študentov stredných a základných škôl v oblasti prevencie korupčného správania.
