Sport financing from public budgets in the Czech Republic and in the Central Bohemian Region

Abstract:

Diplomová práce se zabývá vývojem a současným stavem financování sportu z veřejných rozpočtů na státní úrovni a na regionální úrovni s konkretizací na příkladu Středočeského kraje. Teoretická část definuje sport v rámci ekonomické teorie, zabývá se základními teoretickými východisky pro řízení a financování veřejného sektoru a vymezuje postavení sportu ve veřejném sektoru. Praktická část se zabývá legislativním rámcem sportu v ČR, vývojem a současným stavem financování sportu ze státního rozpočtu, z rozpočtu Středočeského kraje a z rozpočtů vybraných obcí Středočeského kraje. Součástí praktické části jsou rovněž dvě vlastní dotazníková šetření, která navazují na témata zkoumaná v předešlých částech práce. Na základě výsledků vlastních šetření a dílčích závěrů z předešlých kapitol je vyhodnocen vývoj a současný stav financování sportu z veřejných rozpočtů a jsou navržena některá dílčí opatření, která by tento stav mohla zlepšit. Závěry práce poukazují zejména na dlouhodobou podfinancovanost sportu vzhledem k jeho zdravotním, společenským a ekonomickým přínosům a na zlepšení situace v posledních 3-4 letech.

Abstract:

The thesis examines the development and current state of sport financing from public budgets at the state level and at the regional level with specific example of the Central Bohemian Region. The theoretical part defines sport within economic theory, deals with basic theory of public sector, its managing and financing and defines the position of sport in public sector. The practical part examines the legislative framework of sport in the Czech Republic, the development and current state of sport financing from the state budget, from the budget of the Central Bohemian Region and from the budgets of selected municipalities in this region. The practical part also includes two own questionnaire surveys which are linked to the topics examined in the previous sections. Based on the results of own surveys and partial conclusions from the previous chapters, the development and current state of sport financing are evaluated and some partial measures that could improve this state are proposed. The conclusions of the thesis point out especially to the long-term underfinancing of sport due to its health, social and economic benefits and to the improvement of this situation in the last 3-4 years.
