Abstract:

Diplomová práce je zaměřena na personální management ve veřejné správě a na význam lidských zdrojů, který v současné době díky probíhající reformě veřejné správy nabývá na významu. Jsou to právě úředníci, kteří tvoří základ pro kvalitní a efektivní fungování úřadů. Teoretická část se zabývá významem managementu organizace a rozdíly mezi managementem ve veřejném a soukromém sektoru. Praktická část specifikuje jednotlivé personální činnosti na Úřadu městské části Praha 10, jako je analýza pracovního místa, získávání a výběr zaměstnanců, vzdělávání zaměstnanců, hodnocení zaměstnanců a odměňování a benefity zaměstnanců. Cílem diplomové práce je zhodnotit personální management na Úřadu městské části Praha 10 a navrhnout některá zlepšení a doporučení do budoucna.

Abstract:

The Diploma thesis is focused on principles of personnel management implementation in the public administration and on the significance of the human resources, which is currently increased due to the ongoing reform. It is not necesry to remind the fact that officials form the basis of authorities and offices effective and efficient activities. The theoretical part of the thesis deals with the significance of the organization´s management and s differences between management in the public and in the private sectors. The practical part analyses individual personnel activities in the Prague 10 Municipal Office such as job analysis, recruitment and selection of employees, employees training, employees evaluation as well as employees wages and benefits. The aim of the thesis is to assess the quality of personnel management the Prague 10 Municipal Office and to suggest some improvements and recommendations for the future.
