The Effectiveness of UN Peacemaking Demonstrated on Conflicts Resolution in Sierra Leone and East Timor

Abstract:

Hlavním cílem diplomové práce je zjištění efektivity peacemakingových aktivit OSN a úvaha, zda je peacemaking vhodným přístupem při urovnávání konfliktů. Efektivita je zkoumána na případech Sierra Leone a Východního Timoru na konci 90. let minulého století. Práce je rozdělena na dvě části. První z nich, deskriptivně-analytická, je věnována vymezení významu pojmu peacemaking, jeho stručné historii a podobě na konci devadesátých let. Druhá část se zabývá komparací průběhu operací OSN s důrazem na analýzu postupu a identifikaci chyb. Hypotéza diplomové práce je vyjádřena tvrzením, že OSN, i přes veškerou snahu a novou agendu, která byla formulována a dostala prostor na počátku 90. let minulého století a v rámci peacemakingu počítá pouze s mírovým využitím nástrojů zmíněných v kapitole VI Charty OSN, není stále schopna efektivně provádět mírové urovnávání konfliktů.

Abstract:

The aim of the thesis is to find out efficiency of UN peacemaking activities and consideration, if peacemaking is appropriate approach of conflict resolution. Two cases examined are Sierra Leone and East Timor at the end of 1990’s. The thesis is divided into two main parts. First one is both descriptive and analytically oriented and formulates meaning of peacemaking at the end of 1990’s as well as it’s breath history. Second part is dedicated to comparative analysis of UN missions in Sierra Leone and East Timor and identification of mistakes done by the UN. The hypothesis is built upon the presumption, that the UN are not able and capable to conduct peacefull conflict resolution under Chapter VI of the UN Charter, despite of all efforts done and new peace agenda presented in the first half of 1990’s.
