Analyses and setting appropriate indicators to measure the economic effects of tourism on the local level

Abstract:

Diplomová práce se zabývá možnostmi měření efektů cestovního ruchu, se zaměřením na efekty ekonomické, jejichž vyčíslení není snadné z důvodu širokého rozsahu cestovního ruchu, který nepřímo ovlivňuje i jiná odvětví. Cílem práce je na základě výstupu provedené analýzy existujících souborů indikátorů na různých teritoriálních úrovních navrhnout vlastní soubor indikátorů, s jehož pomocí by bylo možné měřit ekonomické efekty cestovního ruchu na lokální úrovni. K sestavení výsledné sady ukazatelů bylo využito i nabytých poznatků z rozhovoru s destinační manažerkou a vedoucí oddělení cestovního ruchu a marketingu města Kutná Hora. Teoretická část poskytuje čtenáři vhled do problematiky řízení cestovního ruchu v České republice. Neexistence fungující struktury řízení a spolupráce jednotlivých subjektů cestovního ruchu znesnadňuje rozvoj turismu v destinaci. K naplnění cíle bude provedena analýza monitorovaných ukazatelů sledovaných Českým statistickým úřadem hodnotících ekonomické efekty turismu v rámci Satelitního účtu cestovního ruchu (na národní úrovni) v rozmezí let 2003 až 2014. Dalším krokem vedoucím k sestavení souboru indikátorů k měření ekonomických efektů je rozbor a zhodnocení sad již existujících, k čemuž bylo využito indikátorů vybraných Světovou organizací cestovního ruchu, Organizací pro hospodářskou spolupráci a rozvoj a Evropskou komisí na národní úrovni. V České republice existuje na lokální úrovni systém Společných evropských indikátorů, který se soustřeďuje na hodnocení kvality života v jednotlivých městech zapojených do tohoto projektu. Dalším použitým systémem indikátorů, ze kterého výsledná sada také vychází, je ta, která byla doporučena pro destinaci Lipno nad Vltavou.

Abstract:

This Masterʼs Dissertation focuses on possibilities of measuring effects of tourism, especially economic effects. These effects are not easy to evaluate due to wide range of tourism, which indirectly affect other sectors. The aim of thesis is – based on the output of analysis of existing sets of indicators at different territorial levels – to design new set of indicators, by which we can measure economic effects of tourism on the local level. Knowledge gained from the interview with destination manager and head of the Department of Tourism and Marketing Kutná Hora was used to set the final set of indicators. The theoretical part of thesis provides an insight look into the management of tourism in the Czech Republic. Sadly, lack of efficient management structure and co-operation of individual tourism entities makes it difficult to develop destination tourism. Analysis of the monitored parameters tracked by the Czech Statistical Office – which is evaluating the economic effects of tourism within the Tourism Satellite Account (national level) between the years 2003-2014 – will be used to achieve the goal of thesis. Next step towards drawing up a set of indicators to measure the economic effects is the analysis and evaluation of existing sets of indicators chosen and used by the World Tourism Organization, the Organization for Economic Cooperation and Development and the European Commission on the national level. At the local level exists in the Czech Republic system of European Common Indicators, which focuses on the evaluation of the quality of life in the cities involved in this project. Last but not least the system of indicators recommended for the destination Lipno nad Vltavou has been used to set up the final set of indicators.
