DEVELOPMENT OF HOUSING MARKET IN THE CAPITAL CITY OF PRAGUE FROM THE PERSPECTIVE OF FINANCIAL AFFORDABILITY IN THE YEARS 2013-2021

Abstract:

Bakalářská práce je zaměřena na analýzu finanční dostupnosti vlastnického a nájemního bydlení v Praze v letech 2013 – 2021. K analýze jsou využity tři indikátory. Jedná se o indikátory price to income a housing expenditures to income, které analyzují dostupnost vlastnického bydlení a indikátor rent to income, který analyzuje dostupnost nájemního bydlení v Praze. Práce je rozdělena na teoretickou a praktickou část. V teoretické části jsou vysvětleny důležité pojmy spojené s trhem bydlení, bytovou politikou a financováním vlastnického bydlení. V praktické části je nejdříve analyzován trh s bydlením v Praze z pohledu důležitých statistických ukazatelů. Následně je analyzováno vlastnické a nájemní bydlení pomocí zmíněných indikátorů. Cílem bakalářské práce je potvrdit hypotézu tvrdící, že: „Finanční dostupnost vlastnického i nájemního bydlení v Praze ve sledovaném období klesá“. Výsledky indikátorů odhalují, že vývoj finanční dostupnost vlastnického bydlení je spíše klesající. Dostupnost nájemního bydlení, ale v průběhu sledovaných let spíše roste, a proto není možné testovanou hypotézu potvrdit. Součástí bakalářské práce je porovnání trhu s bydlením v Praze a České republice s trhy s bydlením v zemích EU pomocí jednotlivých statistik a ukazatelů. Mezinárodní porovnání odhaluje, že vlastnické bydlení v Praze i České republice je oproti ostatním zemím velmi nedostupné. V závěru práce jsou zhodnoceny faktory determinující ceny nemovitostí v Praze. Za nejvlivnější faktor ovlivňující nedostupnost bydlení v Praze je určeno složité schvalování stavebního povolení a nedostatečné územní plánování.

Abstract:

The bachelor thesis focuses on analyzing the financial affordability of owner-occupied and rental housing in Prague between 2013 and 2021. Three indicators are utilized in the analysis, namely the price-to-income and housing expenditures-to-income ratios, that focuses on the affordability of owner-occupied housing, and the rent-to-income ratio, which analyzes the affordability of rental housing in Prague. The thesis is divided into theoretical and practical parts. The theoretical part explains important concepts related to the housing market, housing policy, and financing of owner-occupied housing. In the practical part, the housing market in Prague is analyzed from the perspective of important statistical indicators, followed by an analysis of owner-occupied and rental housing using the mentioned indicators. The aim of the bachelor thesis is to confirm the hypothesis that: "The the financial affordability of owner-occupied and rental housing in Prague is decreasing over the observed period." The results of the indicators reveal that the development of financial accessibility of owner-occupied housing is rather decreasing. However, the accessibility of rental housing has been increasing over the years, and therefore, the hypothesis cannot be confirmed. The bachelor thesis includes a comparison of the housing market in Prague and the Czech Republic with the housing markets in EU countries using various statistics and indicators. International comparison reveals that homeownership in Prague and the Czech Republic is less accessible compared to other countries. In the conclusion of the thesis, factors determining property prices in Prague are evaluated. The most influential factor affecting the unavailability of housing in Prague is determined to be the very complex approval of building permits and inadequate land use planning.
