The role of culture in brownfields regeneration: a case study of Vitkovice Lower Area

Abstract:

V literatuře zabývající se obnovou průmyslových měst je často zdůrazňována role kultury v regeneraci brownfields jako vhodný nástroj ekonomické reaktivace místa. V případě dočasných aktivit ovlivněných specifickým symbolickým postavením brownfields mohou vzniknout inovativní a společensky přínosné formy kultury. Kromě kulturních aktérů vstupují do governance vlastníci objektů a samospráva. V textu se zaměřím na změny vztahů v průběhu governance, které předurčují způsob jednání akterů, a na konfikty vznikající preferencí odlišných hodnot, které se posléze odráží v odlišných očekáváních od regenerace brownfields. Výsledek řešení těchto konfliktů je determinován mocenským postavením a výrazně ovlivňuje podobu objektů po regeneraci a fungování kultury v nich.

Abstract:

Literature dealing with the regeneration of old industrial cities acknowledges role of culture in brownfields economic reactivation. In case of temporary activities that are often influenced by specific symbolic position of brownfield sites emerge opportunity for creation of innovative forms of culture that also benefit the society. Apart from cultural actors, there are others like owners of the property and municipality that take part in governance of brownfields regeneration. In this thesis, I will focuse on relationship dynamics among actors during different stages of governance that determines ways of acting. Further, I will focuse on conflicts arising from different value orientations which are reflected in different expectations on brownfield regeneration. Resulting solution of these conflicts is determined by actor´s power relations that have, therefore, crucial impact on form of physical regeneration of properties and their use for cultural activities.
